Key Highlights from Mann Ki Baat – October 2025

In the 127th episode of ‘Mann Ki Baat’, PM Modi extended greetings for Chhath Puja, highlighting India’s cultural unity and women’s devotion.
He praised Operation Sindoor, GST Bachat Utsav, and indigenous products, while lauding efforts in cleanliness like Ambikapur’s Garbage Café and Bengaluru’s lake revival.
He emphasized environmental conservation through mangrove plantations in Gujarat and urged participation in the ‘Ek Ped Maa Ke Naam’ campaign.

Justice Surya Kant to Become 53rd Chief Justice of India

Justice Surya Kant has been recommended by CJI Bhushan R Gavai as his successor and is set to become the 53rd Chief Justice of India after Gavai’s retirement on 23 November 2025.
Justice Kant, the senior-most Supreme Court judge, will serve until 9 February 2027, marking a tenure of about 14 months.
Elevated to the Supreme Court in May 2019, he will be the first person from Haryana to hold the top judicial post.
CJI Gavai expressed confidence in Justice Kant’s ability to lead the judiciary with fairness, foresight, and empathy.

Govt. Extends LC75 and BLC Investment Options to Central Govt. Employees

The Government has extended LC75 and BLC investment options to Central Government employees under the National Pension System (NPS) and Unified Pension Scheme (UPS), responding to demand for more flexible retirement planning.
These options provide greater flexibility, a glide path mechanism, broadened auto-choice options, and support for informed corpus management, allowing employees to tailor their retirement investments according to individual preferences.

East Timor Becomes 11th Member of ASEAN

East Timor, Asia’s youngest nation, officially became ASEAN’s 11th member, fulfilling a decades-old vision of President Jose Ramos-Horta.
With a population of 1.4 million and a $2 billion economy, East Timor joins the bloc after a 14-year wait, aiming for trade, investment, and regional integration.
Its accession, formalized at the ASEAN summit in Kuala Lumpur, marks a historic moment for the young democracy, which gained full independence in 2002 after Portuguese rule and Indonesian occupation.
Leaders highlight this as a symbolic victory and a new beginning with immense opportunities for cooperation.

China’s CR450: World’s Fastest Bullet Train Unveiled

China’s CR450 has become the world’s fastest high-speed train, reaching 453 km/h during pre-service testing on the Shanghai–Chengdu corridor. The train accelerates to 350 km/h in just 4 minutes 40 seconds, surpassing its predecessor CR400 Fuxing by 100 seconds.
Key innovations include a 15-metre aerodynamic nose cone, lightweight materials, energy-efficient motors, and advanced braking for safety, stability, and comfort.
Scheduled to enter commercial service in 2026 at 400 km/h, the CR450 reinforces China’s leadership in global high-speed rail technology and sets new benchmarks for speed, efficiency, and sustainable inter-city travel.

India to Host First APAC-AIG Meeting in 2025

India will host the Asia Pacific Accident Investigation Group (APAC-AIG) meeting and workshop for the first time from October 28–31, 2025, organized by the Aircraft Accident Investigation Bureau (AAIB) under the Ministry of Civil Aviation.
Around 90 international investigators and ICAO representatives will attend the event inaugurated by Union Minister Rammohan Naidu.
The sessions will focus on aircraft accident investigation processes, reporting, and regional cooperation to enhance safety capabilities across the Asia-Pacific region.

Aurangabad Railway Station Renamed Chhatrapati Sambhajinagar

Aurangabad Railway Station Renamed as Chhatrapati Sambhajinagar Station: Nearly three years after Aurangabad city in Maharashtra was renamed, the Central Railway officially changed Aurangabad railway station to Chhatrapati Sambhajinagar railway station with the new station code CPSN.
Falling under the Nanded Division of South Central Railway, the renaming honors Chhatrapati Sambhaji, son of Chhatrapati Shivaji Maharaj, replacing the previous association with Mughal emperor Aurangzeb.
The station, opened in 1900 during Nizam Mir Osman Ali Khan’s reign, serves a city famous for tourist attractions like the Ajanta and Ellora Caves.

Uttarakhand to Levy Green Tax on Out-of-State Vehicles

Starting December 2025, Uttarakhand will implement a green tax on all vehicles from outside the state to protect the Himalayan ecosystem and reduce pollution in destinations like Dehradun, Mussoorie, Nainital, and Rishikesh.
The tax, ranging from ₹80 to ₹700 depending on vehicle type, will be collected through ANPR cameras and automatic digital deduction, ensuring real-time collection and minimizing evasion.
The initiative aligns with the Clean Uttarakhand Mission, discourages unnecessary vehicular entry, and funds environmental protection.
This automated green tax model could serve as a template for other eco-sensitive regions in India.

The Reserve Bank of India (RBI) has launched its fourth global hackathon, HaRBInger 2025 – Innovation for Transformation, focused on Secure Banking through Identity, Integrity, and Inclusivity.
Participants are invited to develop tech-driven solutions for Tokenized KYC, Offline CBDC, and enhancing trust in banking, aiming to create innovative, secure, and user-centric financial solutions. Registration began on October 23, 2025.

Rashtriya Vigyan Puraskar 2025 was announced on 26 October 2025 to honour excellence in science, technology, and innovation.
The awards include Vigyan Ratna (lifetime achievement – Prof. Jayant Vishnu Narlikar, Physics).
Vigyan Shri (individual contributions across disciplines like Agricultural, Atomic Energy, Biological, Chemistry, Engineering, Environmental, Maths & CS, Space Science).
Vigyan Yuva–Shanti Swarup Bhatnagar (young scientists under 45).

INS Sutlej Completes 18th Joint Hydrographic Survey

INS Sutlej successfully completed a joint hydrographic survey with the Mauritius Hydrographic Service, mapping 35,000 sq. nautical miles under an India-Mauritius MoU.
The mission supports marine charting, Blue Economy goals, and environmental planning, while also conducting EEZ surveillance and anti-piracy patrols with the Mauritius Coast Guard.
Six Mauritian officials received hands-on training in modern techniques.
This 18th joint mission highlights the nations’ strong maritime partnership under the MAHASAGAR vision for regional security and sustainable ocean management.

India Joins Spain’s Ocean Sky 2025 as First Non-NATO Nation

The Indian Air Force (IAF) has become the first non-NATO country to participate in Exercise Ocean Sky 2025, a high-intensity multinational air combat drill hosted by the Spanish Air Force at Gando Air Base, Canary Islands (Oct 20–31, 2025).
This historic move enhances India’s operational readiness, pilot exposure, interoperability, and defence diplomacy with Spain and NATO countries.
The exercise coincides with the induction of Airbus C-295 aircraft, strengthening India’s airborne operations, logistics, and disaster response capabilities, reflecting growing India–Spain defence ties and India’s emergence as a credible aerospace power.

FIFA Launches ASEAN Cup to Boost Southeast Asian Football: FIFA President Gianni Infantino, in collaboration with ASEAN, announced a new FIFA ASEAN Cup aimed at developing football across Southeast Asia.
The announcement coincided with a renewed MoU signed at the 47th ASEAN Summit in Kuala Lumpur with ASEAN Secretary-General Kao Kim Hourn.
The tournament, inspired by the Arab Cup, will feature national teams from all ASEAN member states, aiming to strengthen regional football, unify countries through sport, and enhance national team development.
This follows East Timor’s admission as ASEAN’s 11th member.

Vigilance Awareness Week 2025 Begins Nationwide

Vigilance Awareness Week 2025 is being observed nationwide from 27 October, under the theme “Vigilance – Our Shared Responsibility”, to promote ethics, transparency, and probity in public life.
The week began with pledge-taking by officials across Ministries, Departments, PSUs, Banks, and other organizations, administered by Central Vigilance Commissioner Praveen Kumar Srivastava and Vigilance Commissioner A. S. Rajeev in New Delhi.

Renowned Plastic Surgeon Dr. K. Mathangi Ramakrishnan Passes Away at 91: Dr. K. Mathangi Ramakrishnan, a pioneering plastic and reconstructive surgeon known for her trailblazing work in burn care, passed away on 27 October 2025 in Chennai at the age of 91.
She founded the first government-run comprehensive burns unit in South India at Government Kilpauk Medical College (KMC), developing innovations like an indigenous collagen membrane for affordable burn treatment.
Honored with Padma Shri (2002), Dr. B.C. Roy Award, and other accolades, she mentored generations of surgeons and contributed extensively to research and public healthcare.
