Wilson’s success in education led him into politics and he became the governor of New Jersey. In 1912, he was elected President of the United States.

In 1887, Wilson wrote an important essay called The Study of Administration. This essay laid the foundation for public administration as a field of study. In it, he focused on making government work efficiently and with minimal waste.

3. Stages of Government Growth: Wilson explained that societies go through three stages:

  • Rule by a king or absolute power.
  • Rebellion against absolute rule to create a constitution.
  • Managing the constitution through good administration.

4. Merit-Based Civil Service: Wilson argued that government jobs should be given based on merit, not political favors. He believed in hiring skilled and educated people who could serve the public efficiently and honestly.
