The draw for the initial and subsequent rounds of joint qualification occurred in Kuala Lumpur, Malaysia, on July 27, 2023. The top 26 ranked teams received byes to the second round, while the remaining 20 teams, entering the first round, were categorized into two pots of 10 each. The drawing process alternated between pot 1 and pot 2 to create pairings. The team from pot 1 hosted the first leg, and the team from pot 2 hosted the second leg.
For the second round draw, pots 1, 2, and 3 comprised teams ranked 1–9, 10–18, and 19–26, respectively. Pot 4 included placeholders for the ten first-round ties. Initially, nine teams were drawn from pot 4 and assigned to position 4 in each group. The tenth team from pot 4 was transferred to pot 3 and subsequently drawn randomly from pot 3. The drawing process then proceeded sequentially for each group, starting with pots 3, 2, and 1.
On March 30, 2017, the FIFA Council Bureau, consisting of the FIFA president and the presidents of the six confederations, suggested a slot distribution for the 2026 FIFA World Cup. This proposal was later presented to the FIFA Council for approval.
On May 9, 2017, just prior to the 67th FIFA Congress, the FIFA Council endorsed the slot allocation during a meeting in Manama, Bahrain. The approved plan includes a playoff tournament involving six teams from different confederations to determine the final two spots in the FIFA World Cup.
Notably, the ratified slot allocation ensures a guaranteed spot for the Oceania Football Confederation (OFC) in the tournament, marking the first time in FIFA World Cup history that all six confederations are guaranteed at least one berth in the final competition.
