India’s Literacy Rate Rises to 80.9% in 2023–24

India has achieved a significant literacy milestone, with its national literacy rate rising from 74% in 2011 to 80.9% in 2023–24, as announced by Union Education Minister Dharmendra Pradhan during a virtual address on International Literacy Day 2025. However, the Minister stressed that true literacy goes beyond statistics—it must translate into empowerment, dignity, and self-reliance for every citizen.

ULLAS: A Catalyst for Literacy Growth

The sharp improvement in national literacy is largely credited to the government’s flagship programme ULLAS – Nav Bharat Saaksharta Karyakram, which has,

  • Enrolled over 3 crore learners
  • Mobilized more than 42 lakh volunteers
  • Successfully assessed 1.83 crore learners in foundational literacy and numeracy
  • Achieved 90% pass rate in literacy assessments
  • Rolled out learning content in 26 Indian languages for inclusivity

Pradhan described ULLAS as a movement of the people, celebrating the joint efforts of the government, educators, civil society, and communities in transforming literacy into a national mission.

Full Literacy States and Union Territory

The Minister also recognized several regions that have now achieved full functional literacy, including,

  • Ladakh (declared fully literate on June 24, 2024)
  • Mizoram, Goa, Tripura, and Himachal Pradesh
  • These milestones reflect both regional commitment and policy impact, particularly in areas with challenging geographies and socio-economic barriers.

Expanding the Scope: Digital and Lifelong Literacy

  • Highlighting the theme of “Promoting Literacy in the Digital Era”, Minister of State for Education Jayant Chaudhary stated that the definition of literacy in India has evolved to include digital skills, crucial in today’s interconnected world.
  • He noted that India has become a global example in building digital public infrastructure, accelerating both education access and financial inclusion. What took other nations decades to achieve, he said, India has realized in just over ten years, thanks to innovative technology platforms.
