The state government of Jharkhand has unveiled an ambitious AI Policy 2026-31 roadmap, it aimed at to position the state as one of India’s leading AI-driven governance and technology hubs. This roadmap was presented during the National Stakeholder Consultation 2026 in New Delhi, the roadmap plans to attract over ₹10,000 crore in private investment, set to establish 50+ Global Capability Centres (GCCs), support 1,000 AI startups and will generate more than one lakh AI-enabled jobs over the next five years. period.

State government of Jharkhand, led by Chief Minister Hemant Soren has proposed a comprehensive roadmap to accelerate the artificial intelligence adoption in the different areas such as governance, public services, and the digital economy.

The state plans to invest ₹1,150 crore over the next five-year cycle to develop AI infrastructure, strengthen digital governance, promote innovation, and create a robust technology ecosystem.

This roadmap was presented during the two day National Stakeholder Consultation held in New Delhi, will bring together the policymakers, industry leaders, and technology experts.

The proposed Jharkhand AI Policy 2026-31 seeks to use AI to improve governance, attract technology investments, and create employment opportunities for the state’s youth.

The roadmap sets ambitious long-term goals to transform the state of Jharkhand into a major destination for the AI investment and innovation.

A major objective of the roadmap is to integrate the artificial intelligence into public administration and governance.

The government plans to use AI-based predictive analytics, intelligent decision-making systems, and digital platforms to improve the public service delivery, increase administrative efficiency, and enables the data-driven policymaking.

This initiative aligns with India’s broader push toward digital governance by using emerging technologies to deliver faster, more transparent, and citizen-centric government services.

Major Initiatives Proposed Under the AI Roadmap

The Jharkhand Government has proposed several flagship initiatives as part of its AI transformation strategy.

Jharkhand AI Policy 2026-31

This policy will provide the overall framework for the AI adoption, investment promotion, startup development, research, skill development, and governance reforms.

Chief Minister’s Data Intelligence Platform (CM-DIP)

The proposed platform will also enable data-driven governance by integrating information from multiple government departments to support informed decision-making and efficient policy implementation.

Health and Nutrition Vigilance System (HNVS)

This AI-powered system aims to improve the monitoring of public health and nutrition programmes, which will help authorities to identify gaps and deliver timely interventions for the vulnerable populations.

Critical Minerals Administration System (CMAS)

The state also plans to use AI for better management of the critical mineral resources, enhancing transparency, monitoring, and administrative efficiency in the mining sector.

Strengthening Jharkhand’s IT and AI Ecosystem

The government hosted a high-level forum with several industry voices in the field of IT and digital technology and technology firms during the National Stakeholder Consultation.

Session titled as “Shaping Jharkhand’s AI Future,” this meeting focused on laying the groundwork for a sustainable AI ecosystem, generating investments, and driving innovation by supporting the infrastructure developments, honing IT skills, and facilitating coordination between the industry and the government.

Business-to-Government (B2G) interactions were also held to gather industry feedback and explore opportunities for partnerships in technology, innovation, and digital transformation.
