Maharashtra, AP Lead in Energy Efficiency: SEEI 2024

In a significant step towards promoting sustainable energy governance, the Ministry of Power released the State Energy Efficiency Index (SEEI) 2024, highlighting the top-performing states in energy efficiency across India. The index aims to promote data-driven decision-making, reward best practices, and encourage healthy competition among states to optimize energy usage.

SEEI 2024: Purpose and Scope

The State Energy Efficiency Index, developed to assess state-level energy performance, now enters its sixth edition, covering the fiscal year 2023–24. The 2024 index uses a revamped implementation-focused framework with 66 indicators spread across seven critical demand sectors,

  • Buildings
  • Industry
  • Municipal services
  • Transport
  • Agriculture
  • Electricity distribution companies
  • Cross-sector initiatives

It evaluates the energy footprint and policy execution of all 36 Indian States and Union Territories, making it a crucial tool for tracking progress under India’s National Energy Efficiency Mission.

Top Performing States in SEEI 2024

The following states have emerged as leaders in energy efficiency,

  • Maharashtra
  • Andhra Pradesh
  • Assam
  • Tripura

These states have demonstrated strong performance across sectors, reflecting effective policy implementation, sectoral coordination, and investment in energy-saving technologies.

What Contributed to Their High Rankings?

Maharashtra and Andhra Pradesh

  • Robust policies for energy-efficient buildings
  • Strong enforcement of energy codes and building regulations
  • High investment in energy-efficient urban transport and municipal services
  • Active promotion of agricultural pump efficiency programs and LED-based initiatives

Assam and Tripura

  • Proactive efforts in rural energy access and distribution sector efficiency
  • Effective use of renewable-powered municipal services
  • Cross-sectoral energy conservation campaigns
  • These states also leveraged energy data transparency, smart metering, and electric mobility initiatives, reflecting an integrated approach to energy governance.

Why the SEEI Matters

  • Encourages competitive federalism by benchmarking states
  • Helps states identify gaps in energy planning and resource use
  • Supports the Bureau of Energy Efficiency (BEE) and SDG 7 goals (Affordable and Clean Energy)
  • Informs future planning under schemes like UJALA, PAT, and Smart Cities Mission
