Open-Source & Made for India: VoicERA AI Stack Debuts on BHASHINI

India has taken a major step toward multilingual digital empowerment with the launch of VoicERA, an open-source Voice AI stack, at the India AI Impact Summit 2026. The Ministry of Electronics and Information Technology (MeitY) unveiled the platform on the BHASHINI infrastructure, strengthening India’s Digital Public Infrastructure (DPI). VoicERA is designed to enable secure, scalable, and multilingual voice-based services for citizens across sectors, marking the beginning of what officials described as India’s new “Voice Era.”

MeitY Launches VoicERA on BHASHINI Infrastructure

The launch of VoicERA Voice AI stack was led by the Ministry of Electronics and Information Technology (MeitY) through the Digital India BHASHINI Division under the Digital India Corporation.

Amitabh Nag, CEO of the Digital India BHASHINI Division, spearheaded the initiative in collaboration with,

  • EkStep Foundation
  • International Institute of Information Technology Bangalore
  • AI4Bharat

VoicERA is deployed directly on the BHASHINI National Language Infrastructure, creating a national execution layer for multilingual Voice and Language AI.

What Is VoicERA Voice AI Stack?

VoicERA is an open-source, modular, interoperable Voice AI platform designed to support real-time speech systems, conversational AI and multilingual telephony at scale.

Key features of VoicERA,

  • Cloud-deployable and on-premise ready
  • Open architecture to avoid vendor lock-in
  • Reduces duplication of effort
  • Secure and scalable deployment for government use

It allows departments and institutions to quickly build and deploy voice-enabled digital services without rebuilding entire technology stacks.

How BHASHINI Infrastructure Expands with VoicERA

BHASHINI has already been India’s population-scale language infrastructure focusing on translation and language technologies.

With the integration of VoicERA, BHASHINI’s capabilities now expand to,

  • Real-time speech recognition
  • Conversational AI systems
  • Multilingual telephony
  • Voice-enabled citizen services

Government departments can deploy voice services in areas like agriculture advisories, education support, grievance redressal, livelihood services, and scheme discovery.

Digital Public Infrastructure and Voice as Interface

  • Officials described VoicERA as a “digital public good for voice.”
  • According to Amitabh Nag, the initiative ensures every citizen can “speak to the State and be understood.
  • The VoicERA Voice AI stack strengthens India’s sovereign AI capabilities and promotes inclusive access, especially for citizens who prefer regional languages over English-based digital interfaces.
  • It aligns with India’s larger goal of building open, interoperable Digital Public Infrastructure, similar to Aadhaar, UPI and DigiLocker.

Why VoicERA Matters for India’s AI Ecosystem

The launch at the India AI Impact Summit 2026 signals,

  • Acceleration of multilingual AI innovation
  • Strengthening of sovereign voice technologies
  • Boost to research institutions and startups
  • Population-scale voice interface adoption

By avoiding vendor lock-in and encouraging open-source collaboration, VoicERA ensures India maintains control over its language and voice AI ecosystem.

What Is Digital Public Infrastructure (DPI)?

  • Digital Public Infrastructure refers to open, scalable digital systems built for public benefit.
  • In India, DPI includes Aadhaar (identity), UPI (payments) and DigiLocker (document storage).
  • BHASHINI serves as language DPI. With VoicERA, voice technology becomes part of this ecosystem.
  • DPI aims to ensure accessibility, transparency, interoperability, and secure digital governance at national scale.
