Russia-Africa Economic and Humanitarian Summits

On July 27–28, 2023, St. Petersburg, Russia, hosted the Second Summit of Russia–Africa Economic and Humanitarian Forum, a momentous occasion that showcased the growing relations between Russia and the countries of the African continent. This summit marked the second time such events of this magnitude were held, indicating the significance and commitment of both parties towards fostering stronger ties and cooperation.

The discussions during the summit were centered around the vision of jointly building a new, fairer multipolar architecture for the world order. Participants stressed the importance of a world order that upholds sovereign equality among states and promotes mutually beneficial cooperation.

The forum included 59 panel sessions featuring 457 speakers, organized into four main areas:

  • The New Global Economy
  • Cooperation in Science and Technology
  • The Humanitarian and Social Sphere: Working Together for a New Quality of Life
  • Integrated Security and Sovereign Development

These sessions aimed to explore opportunities for collaboration and exchange knowledge on pressing global challenges.

Russia-Africa Economic and Humanitarian Summits: Five Key Documents Adopted

  • Five key documents were adopted during the summit, reflecting the collective efforts to address crucial issues and challenges on the global stage.
  • These documents included the Declaration of the Second Russia–Africa Summit, the Declaration of the Second Russia–Africa Summit on the Prevention of an Arms Race in Outer Space, the Declaration of the Second Russia–Africa Summit on Cooperation to Ensure International Information Security, and the Declaration of the Second Russia–Africa Summit on Strengthening Cooperation to Combat Terrorism.
  • Additionally, the Action Plan of the Russia–Africa Partnership Forum for 2023–2026 was also agreed upon, outlining the roadmap for future collaboration.

Russia-Africa Economic and Humanitarian Summits: Signings of Two Significant Memoranda of Understanding with Leading African Integration Associations

Two significant Memoranda of Understanding were signed with leading African integration associations in the presence of Russian President Vladimir Putin.

The first was between the Russian Government and the Intergovernmental Authority on Development (IGAD), aimed at addressing fundamental issues concerning relations and cooperation.

The second MoU was signed with the Economic Community of Central African States (ECCAS), further strengthening relations and cooperation between Russia and the region.

The Russia—Africa Summit: Forging a New Era of Mutually Beneficial Partnership

The Russia—Africa Summit represents the most significant and extensive occasion in Russian—African relations, seeking to establish a substantially elevated level of mutually advantageous collaboration to address the demands of the 21st century. The primary objective of this event is to foster endeavors aimed at enhancing comprehensive and equitable cooperation between Russia and African nations across various domains, encompassing politics, security, economic ties, science and technology, as well as cultural and humanitarian exchanges.

Inaugural Russia–Africa Summit: Forging a Path Towards Peace, Security, and Development

The first Russia–Africa Summit took place on 23–24 October 2019 in Sochi, marking a historic event in modern Russia and unprecedented in Russian–African relations. With the theme of ‘For Peace, Security, and Development’, the Summit gathered participants who identified priority areas of economic cooperation, laying the groundwork for concrete achievements in the years to come.

At the conclusion of the Summit, a closing declaration was adopted, outlining the approved goals and objectives for advancing Russian–African cooperation across diverse domains, including politics, security, economics, science and technology, culture, and humanitarian efforts.
