SECTION 144 IN FLOOD-PRONE AREAS

Delhi police has imposed Section 144 CrPC in the flood prone areas as the water level in the Yamuna River was recorded at 207.55 metres, which is the highest ever.

What in News?

The Yamuna River in Delhi is overflowing and the water level in the river was recorded at 207.55, which is the highest ever. To deal with the situation of flood, Delhi Government has imposed the Section 144 CrPC in the flood prone areas. Delhi’s CM Arvind Kejriwal called for a high-level meeting on rising water level in Yamuna. He chaired the emergency meeting in Secretariat to monitor the flood situation and ministers, mayor and officials from from various departments were present.

Water is entering to Delhi from Haryana and Himachal Pradesh. Delhi’s CM has written a letter to Union Home Minister Amit Shah to request him to reduce the flow of water entering Delhi. There are several places affected by the rise in water level in the Yamuna River.

Steps taken by the Government to deal with the situation

  • Delhi government said, they are fully prepared to tackle any situation. They are conducting regular evacuations near the Yamuna River.
  • Delhi’s CM chaired the emergency meeting in Secretariat to monitor the flood situation and ministers, mayor and officials from from various departments were present.
  • Delhi’s CM has written a letter to Union Home Minister Amit Shah to request him to reduce the flow of water entering Delhi.
  • Sixteen control rooms have been set up by the Government to monitor the flood prone areas and the water level of Yamuna.
  • Diving and medical teams have been deployed with all the necessary materials and equipment.
  • Authorities have been instructed to stay vigilant and take necessary action in vulnerable areas.
  • Several embankments have been installed to prevent the breach of water by the Delhi Government.
  • The Delhi Disaster Management Authority issued an advisory asking people to move to safer places and cautioning them against passing through low-lying areas.

About the Section 144

  • The Section 144 of the Criminal Procedure Code basically prohibits assembly of five or more people in an area where it has been imposed.
  • According to the law, those who are found to be a part of such ‘’unlawful assembly” can be booked for “engaging in rioting.” The maximum punishment for such act is three years.
  • Any action preventing police from breaking up an unlawful assembly is subjected to punishable offence as well.

Restrictions under the Section 144

  • It does not allow gathering of over five people, so avoid meeting in groups.
  • In the time of pandemic, offences, godowns and factories and other commercial establishments had remained closed.
  • Private vehicles were prohibited since borders across the state were sealed besides that public transport including state transport buses, metro also remained shut.
