In a significant political development, Bhutanese voters have overwhelmingly chosen Tshering Tobgay as their Prime Minister for a second term. The People’s Democratic Party (PDP), led by Mr. Tobgay, secured a landslide victory, winning nearly two-thirds of the seats in the recent election, as announced by the election commission on January 10.
The electoral landscape was dominated by pressing economic challenges that have raised questions about Bhutan’s traditional approach of prioritizing “Gross National Happiness” over conventional economic growth. The landlocked Himalayan kingdom, situated between China and India, faced scrutiny from the two populous neighboring countries, both of whom closely observed the election, particularly in light of strategic contested border zones.
Tshering Tobgay, a former Prime Minister who previously held office from 2013 to 2018, has promised to strengthen ties with India, Bhutan’s key trading partner. Prime Minister Narendra Modi extended his congratulations to Tobgay through a post on social media platform X (formerly Twitter), acknowledging the victory and expressing his support.
In response to Modi’s message, Tobgay expressed his eagerness to collaborate with India in nurturing and strengthening the bonds of friendship and cooperation between the two nations. Notably, Tobgay emphasized the development of rail links as a means to enhance the connectivity and partnership between Bhutan and India.
A 58-year-old former civil servant, Tshering Tobgay is a passionate conservation advocate holding degrees in mechanical engineering from the University of Pittsburgh and public administration from Harvard. He played a pivotal role as the leader of the Opposition when Bhutan’s first parliament was established in 2008.
Tobgay, head of the People’s Democratic Party, served as the Opposition Leader in the National Assembly from March 2008 to April 2013. He co-founded the party, the first registered political party in Bhutan. On December 17, 2014, the King awarded Tobgay the Lungmar Scarf for his contributions to the nation’s well-being during his tenure as Prime Minister.
The election highlighted the concerns of Bhutan’s younger generation, grappling with chronic youth unemployment and a significant brain drain. With a youth unemployment rate of 29%, as reported by the World Bank, and economic growth averaging at 1.7% over the past five years, Tobgay emphasized the need to address these unprecedented economic challenges and the mass exodus of Bhutanese youth.
