UNESCO and MeitY Partner on AI Readiness Assessment in India

In a significant move to align India’s artificial intelligence (AI) ecosystem with global ethical standards, UNESCO’s South Asia Regional Office, in collaboration with the Ministry of Electronics and Information Technology (MeitY) and Ikigai Law, organized a two-day stakeholder consultation on the AI Readiness Assessment Methodology (RAM). Held on January 16 and 17, 2025, at IIIT Bangalore and the NASSCOM AI office, respectively, the event aimed to craft an India-specific AI policy report that identifies strengths and growth opportunities within India’s AI landscape.

Objective of the Consultation

The primary goal of the consultation was to develop actionable insights for the responsible and ethical adoption of AI across various sectors in India. By utilizing the AI RAM, a diagnostic tool designed to assess a country’s AI landscape—including infrastructure, legislation, components, and key stakeholders—the initiative seeks to identify opportunities for governments to engage, particularly in AI regulatory and institutional capacity-building efforts. This approach aims to foster a holistic AI ecosystem centered on safety and trust.

Diverse Stakeholder Engagement: The consultation brought together participants from government, academia, industry, and civil society to explore strategies for aligning India’s AI ecosystem with ethical principles outlined in UNESCO’s Global Recommendation on the Ethics of AI, emphasizing transparency, inclusiveness, and fairness.

Notably, Dr. Mariagrazia Squicciarini, Chief of Executive Office, Social and Human Sciences, UNESCO, highlighted that the RAM aims to provide a comprehensive snapshot of a country’s AI landscape, ensuring its transformative potential is realized responsibly across all sectors of the economy.

Alignment with India’s AI Initiatives

This consultation aligns with India’s ambitious INDIAai Mission, which is backed by over ₹10,000 crore in funding. Central to the mission is the Safe and Trusted AI pillar, underscoring the commitment to ensuring safety, accountability, and ethical practices in AI development and deployment. By promoting indigenous frameworks, robust governance tools, and self-assessment guidelines, the mission aims to empower innovators and democratize AI benefits across sectors.

Way Forward

UNESCO and MeitY are committed to translating the principles of UNESCO’s Global Recommendation into concrete policy actions tailored to India’s unique AI ecosystem. The AI RAM sessions will continue across India, fostering multi-stakeholder engagement to advance inclusive, responsible, and sustainable AI governance.
