Cabinet Approves ‘One Nation One Subscription’ Scheme
The Union Cabinet, led by Prime Minister Narendra Modi, has approved the One Nation One Subscription (ONOS) scheme, allocating ₹6,000 crore for 2025-2027. This initiative aims to provide seamless access to high-impact scholarly articles and journals for nearly 1.8 crore students, faculty, and researchers across 6,300 government-managed higher education and R&D institutions. This scheme aligns with India’s ViksitBharat@2047 vision, the National Education Policy (NEP) 2020, and the Anusandhan National Research Foundation (ANRF) to foster a research-driven educational ecosystem. Access will be managed digitally through the INFLIBNET platform, under the UGC.
Nationwide Access to Knowledge: Provides subscription to over 13,000 international e-journals from 30 publishers.
Promotion of Research: Encourages interdisciplinary and core research, particularly benefiting institutions in Tier 2 and Tier 3 cities.
Streamlined Digital Process: Access will be through a unified portal for easy usage by institutions and researchers.
Support for NEP 2020 Goals: Enhances education and research synergy in India.
Complementing ANRF Initiatives: Supports India’s ambition to be a global research hub by fostering collaboration and innovation.
Focus on Inclusion: Brings quality resources to underserved regions, bridging knowledge disparities.
The Department of Higher Education and ministries will conduct Information, Education, and Communication (IEC) campaigns to maximize awareness and usage. ANRF will oversee periodic reviews of resource utilization and Indian authorship contributions.
The scheme echoes PM Modi’s “Jai Anusandhan” call during his 2022 Independence Day speech, emphasizing research as the cornerstone of Amrit Kaal. It expands on previous efforts to democratize education and research access, setting India on a path to becoming self-reliant and globally competitive in innovation and R&D.
