India unveils UPI-UPU integration at Universal Postal Congress

The 28th Universal Postal Congress, hosted for the first time in the United Arab Emirates, began on September 8, 2025, at the Dubai World Trade Centre, drawing over 2,000 delegates from 192 UPU member countries. Representing India at this crucial forum was Union Communications Minister Jyotiraditya M. Scindia, who reaffirmed India’s commitment to shaping the future of global postal services through innovation, sustainability, and digital inclusion.

India’s Strategic Commitments

As a founding member of the Universal Postal Union (UPU) since 1874, India reaffirmed its active participation by pledging to influence the UPU’s 2026–2029 strategic roadmap, especially in three focus areas,

  • Sustainable logistics and operations
  • Secure and accessible e-commerce frameworks

India also offered its candidature for the UPU’s Council of Administration and Postal Operations Council, aiming to lead in technology adoption, climate-conscious practices, and inclusive access to postal and financial services.

Global Cooperation and Bilateral Engagement

On the sidelines of the Congress, Minister Scindia engaged in bilateral meetings with key counterparts from Japan, Spain, Portugal, the Pan African Postal Union, Caribbean Postal Union, and the Postal Union of the Americas, focusing on expanding,

  • Cross-border logistics solutions
  • Digital innovation in postal systems
  • South-South cooperation in communication infrastructure

India is also formalizing Letters of Intent with several countries across Africa, Latin America, and the Caribbean, strengthening regional cooperation in postal and financial service delivery.

UPI-UPU Integration: A Cross-Border Milestone

A landmark announcement was the launch of the UPI-UPU Integration Project—a first-of-its-kind collaboration between,

  • India’s Department of Posts
  • NPCI International Payments Limited
  • Universal Postal Union (UPU)

This project will link India’s Unified Payments Interface (UPI) with the UPU’s Interconnection Platform, enabling,

  • Low-cost and secure international remittances
  • Faster money transfers to rural India
