Oil India & Hindustan Copper Sign Critical Minerals MoU

In a strategic move to bolster India’s mineral security, Oil India Limited (OIL) and Hindustan Copper Limited (HCL) signed a Memorandum of Understanding (MoU) on 19 September 2025. The agreement aims to jointly explore and develop critical and strategic minerals, particularly copper and associated resources. This partnership is a key part of India’s broader efforts under the National Critical Mineral Mission, which focuses on securing essential raw materials for energy, industry, and technology.

What the MoU Covers

The MoU outlines collaboration between the two PSUs for,

  • Exploration and development of copper and other critical minerals.
  • Joint activities including mining, beneficiation, and processing of mineral resources.
  • Supporting India’s objective of achieving self-reliance in critical mineral supply chains.

By pooling their expertise—Oil India in resource exploration and Hindustan Copper in mining and metal production—the partnership aims to streamline operations and optimize mineral output.

Strategic Importance of Critical Minerals

Critical minerals like copper are indispensable for,

  • Clean energy technologies such as solar panels and wind turbines.
  • Electric vehicle production, requiring vast quantities of copper wiring and batteries.
  • High-tech electronics, defence systems, and digital infrastructure.

Securing domestic sources of these materials is vital to reduce import dependency, ensure energy transition readiness, and safeguard industrial resilience.
