Union Coal Minister Launches C CARES 2.0 to Empower Coal Workers Digitally

In a progressive move toward enhancing social security and digital efficiency, Union Minister of Coal and Mines, Shri G. Kishan Reddy launched C CARES Version 2.0, a revamped web portal of the Coal Mines Provident Fund Organization (CMPFO). Developed by C-DAC in partnership with SBI, the platform aims to simplify Provident Fund and pension services for coal workers by introducing real-time tracking, direct benefit transfer, and mobile-based access. The launch reaffirms the government’s commitment to transparency, worker welfare, and digital transformation in the coal sector.

Why in News?

On 3rd June 2025, Union Minister Shri G. Kishan Reddy launched C CARES Version 2.0, developed by C-DAC for CMPFO. This upgrade represents a significant digital transformation in Provident Fund and pension disbursement for coal sector workers. It aligns with Digital India and ‘Minimum Government, Maximum Governance’ vision of the Government of India.

  • Streamline Provident Fund (PF) and pension disbursement for coal workers.
  • Provide a unified digital platform connecting workers, coal management, and CMPFO.
  • Enhance transparency, accountability, and user convenience.

Background

  • Coal Mines Provident Fund Organization (CMPFO) was established in 1948 under the Ministry of Coal.
  • It serves over 3.3 lakh PF subscribers and 6.3 lakh pensioners.
  • The original C CARES portal aimed to digitize processes. Version 2.0 is a major upgrade focusing on real-time updates and direct transfers.

Digital and Financial Modules

  • Real-time claim tracking and status updates.
  • Direct Benefit Transfer (DBT) of PF and pension to workers’ bank accounts.
  • Automatic ledger updates based on coal companies’ data submissions.

Mobile Application

  • View profile, employment history, PF balance, claim status.
  • Raise grievances via chatbot-enabled support.

Administrative Dashboard

  • Dashboards for coal companies and CMPFO to track trends and generate custom reports.
  • Predictive analytics for faster service delivery.

Rolled out in 5 regional offices,

  • Godavarikhani & Kothagudem (SCCL)
  • Asansol-I (ECL)
  • Bilaspur (SECL)
  • Nagpur (WCL)
  • Nationwide rollout from 1st July 2025.
