15th India-Japan Annual Summit Joint Statement

At a time of rising global uncertainty, India and Japan reaffirmed their deep-rooted friendship and unveiled a bold vision for a secure, innovative, and prosperous future. During Prime Minister Narendra Modi’s official visit to Japan (August 29–30, 2025) for the 15th Annual India-Japan Summit, both nations strengthened their Special Strategic and Global Partnership with a sweeping array of agreements in defense, trade, technology, and people-to-people cooperation. Hosted by Japanese Prime Minister Ishiba Shigeru, the summit marked a defining moment in bilateral relations.

A Decade of Strategic Growth

Both leaders reflected on the decade-long expansion of India-Japan ties, rooted in shared democratic values, civilizational bonds, and a common strategic outlook. With over 70 ongoing dialogue mechanisms, the relationship has evolved into one of Asia’s most dynamic bilateral partnerships, encompassing areas from maritime security to clean technology.

Three Pillars of Cooperation: Defense, Economy, and Exchange

The summit introduced three priority areas to shape cooperation over the next decade.

1. Defense and Security Cooperation

• Adoption of a Joint Declaration on Security Cooperation to elevate defense ties.
• Military exchanges and joint exercises like Veer Guardian, Tarang Shakti, and MILAN enhanced interoperability.
• Renewed commitment to joint defense technology development and maritime security.

2. Economic and Technological Partnership

• Launch of the India-Japan Economic Security Initiative focusing on critical goods, supply chain resilience, and cooperation in areas like semiconductors, telecom, and pharmaceuticals.
• Signing of a Memorandum on Critical Minerals, boosting industrial collaboration.
• Target set for ¥10 trillion Japanese private investment in India, doubling the previous goal.
• Upgradation of the India-Japan CEPA to foster more dynamic trade ties.

3. People-to-People and Talent Mobility

• Launch of an Action Plan for Human Resource Exchange to facilitate the exchange of 500,000 individuals, including 50,000 skilled professionals from India to Japan in five years.
• Expanded Japanese language and manufacturing skill education initiatives.
• Opening of India’s new Consulate in Fukuoka, deepening regional connections.

Digital & AI Innovation: A New Frontier

The summit heralded the beginning of India-Japan Digital Partnership 2.0, enhancing collaboration in,

• AI and Large Language Models (LLMs) via the new AI Cooperation Initiative.
• Joint R&D projects, startup incubation, and establishment of data centers in India.
• Enhanced digital talent exchange programs and industry-academia platforms.

Clean Energy and Infrastructure Collaboration

• Renewed commitment to Clean Energy Partnership, including a Joint Declaration on Clean Hydrogen and Ammonia.
• Japan to introduce Shinkansen E10 trains and signaling systems in India’s Mumbai-Ahmedabad High-Speed Rail.
• Support for sustainable growth through the Joint Crediting Mechanism (JCM).

Global and Regional Cooperation

• The two countries reaffirmed their roles as key Indo-Pacific partners, supporting:
• ASEAN centrality, the Free and Open Indo-Pacific (FOIP) vision, and QUAD cooperation.
• Regional projects such as Act East Forum and development in Africa through the Japan-India Cooperation Initiative.

Stance on Global Issues

• Called for peace in Ukraine and Gaza, urging diplomacy and humanitarian assistance.
• Condemned North Korea’s ballistic tests, and terrorist attacks including the April 2025 Pahalgam incident.
• Reiterated urgency for UN Security Council reforms, supporting each other’s permanent membership bids.

Celebrating Milestones and Looking Ahead

As India and Japan approach the 75th anniversary of diplomatic ties in 2027, both leaders agreed to commemorate the milestone with mutual collaborations in science, business, and culture. The India-Japan Year of Science, Technology, and Innovation Exchange (2025) marked the 40th anniversary of their S&T cooperation, including the LUPEX lunar mission and advanced academic programs.
