In a significant step toward improving infrastructure and inclusive development, the Asian Development Bank (ADB) has approved a $400 million results-based lending (RBL) program to strengthen road connectivity across Maharashtra, with a strong focus on rural development, climate resilience, and gender inclusivity. Announced on 25 November 2025, the initiative titled “Maharashtra Roads Connectivity for Inclusive Growth Program” is designed to support balanced regional development, especially in the climate-vulnerable and economically weaker regions of Marathwada and Vidarbha.
Key Objectives of the Program
Inclusive Rural Connectivity
The program will upgrade nearly 2,577 km of rural roads and 350 km of state highways, improving all-weather access for over 1.7 million people in 34 districts. These road improvements will link,
- Rural villages and agricultural zones to markets and logistics hubs
- Communities to education, healthcare, and public services
- Post-harvest centers, ensuring farm-to-market efficiency
Climate-Resilient and Disaster-Safe Infrastructure
The infrastructure upgrades will include,
- Climate- and disaster-resilient road designs
- Integration of multi-hazard risk assessments
- Lifecycle-based maintenance planning systems
The goal is to build roads that can withstand floods, heatwaves, and other extreme weather events common in the region.
Technological and Safety Advancements
iRAP Road Safety System
ADB will introduce International Road Assessment Programme (iRAP) methodologies to improve road safety. These will include,
- Safer road designs and community zones
- School and village gateway safety improvements
- Training of at least 120 engineers in advanced road safety protocols
Digital Infrastructure for Better Planning
The program will also help Maharashtra develop,
- Modern road and bridge information systems
- Asset management systems for better planning and budgeting
Gender Equality and Youth Engagement
ADB’s program puts a strong emphasis on gender mainstreaming and youth involvement, including,
- Creation of gender and safeguards units within implementing agencies
- Internships for at least 100 young women, supporting them in gaining skills in nontraditional sectors
- Setting up of business spaces for women and support for vocational training
