eSAKSHI Portal Revolutionizes MPLADS Fund Management with Real-Time Tracking

The Ministry of Statistics & Programme Implementation (MoSPI) has announced significant progress in the adoption and impact of the eSAKSHI portal, a groundbreaking digital platform that has transformed the Member of Parliament Local Area Development Scheme (MPLADS) fund management process. Launched in collaboration with the State Bank of India on April 1, 2023, the eSAKSHI system integrates every stage of project implementation—from MP recommendations to district authority sanctioning and execution by implementing agencies—into a single, seamless digital workflow.

End-to-End Digital Integration

The eSAKSHI portal eliminates the need for physical records, enabling end-to-end digital fund flow and secure verification mechanisms. By consolidating all stakeholders onto one platform, it has improved efficiency, transparency, and real-time tracking in MPLADS fund utilization.

  • Custom dashboards for MPs, district authorities, and implementing agencies.
  • Real-time progress monitoring of sanctioned works.
  • Digital fund release mechanisms, reducing delays and paperwork.
  • Mobile app integration for on-the-go recommendations and project tracking by MPs.

Nationwide Implementation and Training

All States and Union Territories have been successfully onboarded onto the eSAKSHI platform. To ensure smooth adoption, the Ministry conducts capacity-building workshops, webinars, and hands-on training for MPs and other stakeholders.

Additionally, Parliament session kiosks have been set up since the Monsoon Session of 2023 to provide MPs with direct assistance. A dedicated helpdesk operates 9:00 AM to 6:00 PM on all working days during sessions, offering real-time support. Comprehensive user manuals and instructional videos are also available on the portal.

Stricter Timelines for Work Execution

The MPLADS Guidelines, 2023 set strict timelines for project processing and completion,

  • 45 days for district authorities to sanction or reject recommendations.
  • One year for implementing agencies to complete sanctioned works (with exceptions for difficult terrains).
  • 18 months for completion of works after the MP’s tenure ends.
  • Monthly review meetings are held with States/UTs to monitor compliance, with reports highlighting delayed sanctions, overdue completions, and payment delays.

Driving Transparency and Accountability

The eSAKSHI portal has significantly increased accountability across all levels of MPLADS implementation. Real-time tracking and transparent reporting help identify bottlenecks, while digital fund flow reduces leakages and inefficiencies. The mobile app ensures MPs can stay connected to their constituency projects even while away from their home districts.
