GHADC Amendment 2026 Explained: Only ST Can Contest Garo Hills Council Elections?

The Garo Hills Autonomous District Council (GHADC) in Meghalaya has passed an amendment and makes Scheduled Tribe (ST) Certificate mandatory to contest the elections. This was announced on March 24 2026 by the State Chief Minister Conrad Sangma. Also this move comes after weeks of tension and controversy which were developing in the region. The decision aims to reinforce the tribal character of the council.

What is the GHADC Amendment?

The GHADC amendment introduced the new eligibility condition which required for the candidates to be members of recognized Scheduled Tribes of Meghalaya.

It means that non-tribal residents even if he is permanent in that part can no longer contest elections to the council.

Chief Minister Conrad Sangma described the move as a historic decision and he also stated that district councils were originally intended to serve the interests of tribal communities.

Why Was This Amendment Needed?

In early March 2026 the issue of non-tribal participation in GHADC elections had triggered tensions in the Garo Hills region.

The region had the mixed population also including non-tribal communities and especially it in border areas.

The controversy escalated when a non-tribal leader attempt to file nomination and then it leading to protests by tribal groups to demanding stricter eligibility rules for the elections.

Earlier a notification issued on February 17 2026 and it tried to enforce this rule but was it was struck down by the Meghalaya High Court.

HC stated because due procedural lapses and said that such a decision must follow the proper legislative channels.

Legal and Constitutional Context

The GHADC operates under the Sixth Schedule of the Indian Constitution. Sixth Schedule which provides the special administrative autonomy to tribal areas in Northeast India.

The councils are designed to protect tribal identity, customs and governance systems.

Political Developments and Institutional Changes

The amendment comes after a series of political events such as,

  • Postponement of GHADC elections (originally scheduled for April 10)
  • Extension of the council’s term by six months
  • Resignation of the Chief Executive Member (CEM)
  • Appointment of a new CEM who introduced the amendment properly
