Goa to Get a Third District with Headquarters at Quepem

Goa is set to undergo an important administrative change. The state government has decided to create a third district, aiming to bring governance closer to the people. The new district will be carved out of South Goa and will have its headquarters at Quepem focusing on better administration and development of hinterland regions.

Why in the News?

The Goa government has announced the formation of a third district, comprising four talukas of South Goa. The decision, approved earlier by the Cabinet is intended to improve administrative efficiency, support regional development and align with recommendations for smaller districts to enhance governance.

Key Features of the New District

  • The proposed third district will consist of Sanguem, Dharbandora, Quepem, and Canacona talukas.
  • These talukas currently fall under the South Goa district and are largely hinterland and semi-rural areas.
  • The district headquarters will be located at Quepem, making administrative access easier for residents of southern and interior Goa.

Current Administrative Structure of Goa

At present, Goa has two districts,

  • North Goa includes Bardez, Tiswadi, Pernem, Bicholim, and Sattari talukas.
  • South Goa consists of Ponda, Mormugao, Salcete, Sanguem, Dharbandora, Quepem, and Canacona.

After reorganization, South Goa is likely to retain Ponda, Salcete, and Mormugao, while the remaining talukas form the new district.

Decision Making and Government Rationale

  • Chief Minister Pramod Sawant stated that the Cabinet decision followed discussions with legislators across party lines.
  • One of the key reasons cited was a recommendation by NITI Aayog, which supports smaller districts to ensure governance reaches every doorstep and benefits the maximum number of people.

Role of the Government Committee

  • In November 2023, the Goa government constituted a seven-member committee headed by the Chief Secretary.
  • The committee examined population growth, infrastructure availability, economic status, geography, and public opinion.
  • It assessed whether a third district would improve development, particularly for backward and tribal-dominated talukas, and evaluated administrative and financial implications.

Developmental Significance

  • The committee noted that the proposed district meets the criteria for inclusion under the Aspirational District Programme.
  • This could help attract central funds for sectors such as health, education, agriculture, water supply, infrastructure, and financial inclusion.
