Haryana Cabinet Approves IT Saksham Yuva Scheme to Provide 5,000 Jobs in First Phase

The Haryana Cabinet has approved the launch of the IT Saksham Yuva Scheme, 2024, targeting the provision of jobs to 5,000 youths in the first phase. This initiative aligns with the ‘Mission 60,000’ from the 2024-25 budget, aiming to employ 60,000 young individuals from poor families. Under the scheme, graduates or postgraduates from IT backgrounds will undergo specially designed short-term courses for a minimum of three months. Post-training, they will be placed in various departments, boards, corporations, districts, registered societies, and private entities. Participants will receive ₹20,000 per month for the first six months, followed by ₹25,000. If not deployed, an unemployment allowance of ₹10,000 per month will be provided.

Amarnath Bhagat Jairam Girls College Takeover

The Haryana Cabinet has approved taking over Amarnath Bhagat Jairam Girls College in Kaithal. The land, building, and other assets will be transferred to the Department of Higher Education free of cost, and students will be admitted from the next academic session.

Haryana Sikh Gurdwara Judicial Commission

Amendments to the Haryana Sikh Gurdwaras (Management) Act, 2014, now allow a High Court judge to be appointed as the chairman of the Haryana Sikh Gurdwara Judicial Commission. The age limit of 65 years for the chairman’s appointment has been abolished. Additionally, the Haryana Sikh Gurdwaras Management Committee (Delimitation of Wards and Election) Rules, 2023, has been amended, removing the provision of paying ₹100 and ₹500 for inclusion of names in the electoral roll.

Land Lease for Gaushala in Nuh

The Cabinet approved leasing land in Rangala, district Nuh, for 20 years to establish a gaushala for 1,000-1,500 animals. The sarpanch and block development and panchayat officer will be ex-officio members of the managing committee.

Shifting Tehsils

Approval was given to shift villages Badanpur and Sunderpura from tehsil Uchana to tehsil Narwana in district Jind.

Affordable Housing Schemes

The Mukhya Mantri Shehri Awas Yojana and Mukhya Mantri Gramin Awas Yojana have been approved to provide housing to the urban and rural poor. Eligibility for the urban scheme includes a verified annual family income of up to ₹1.80 lakh. Beneficiaries will receive a plot of one marla (30 square yards) and financial aid up to ₹1.5 lakh for house construction. The rural scheme offers financial assistance up to ₹1 lakh for purchasing residential plots up to 100 square yards.

Ordinance to Amend Village Common Land Act

An ordinance amending the Haryana Village Common Lands (Regulation) Act, 1961, has been approved. Ownership of land in shamilat deh leased for 20 years will be transferred to the original allottee, transferee, or their legal heir. Ownership of panchayat land will be transferred by sale to villagers who constructed houses on or before March 31, 2004, up to 500 square yards, at a rate not less than the market fee.
