India‑Vietnam Agree to Joint Submarine Rescue Support: What It Means

In a significant step towards strengthening maritime security, India and Vietnam signed a Memorandum of Agreement (MoA) on Mutual Submarine Search and Rescue Support and Cooperation. This development took place during the 15th India–Vietnam Defence Policy Dialogue held in Hanoi, co-chaired by India’s Defence Secretary Rajesh Kumar Singh and Vietnam’s Deputy Defence Minister Sr Lt Gen Hoang Xuan Chien. The agreement aims to ensure prompt assistance in submarine emergencies, while a Letter of Intent (LoI) was also signed to boost defence industry collaboration.

Focus of the Agreements

Submarine Search and Rescue MoA

The MoA establishes a formal mechanism for both countries to support each other in the event of submarine-related incidents. This includes,

• Coordinated search and rescue operations
• Deployment of personnel, equipment and technical expertise
• Shared protocols and training to ensure operational readiness

Defence Industry Collaboration

The Letter of Intent reflects the intent to expand cooperation in the defence manufacturing sector, technology sharing, and potentially joint development of equipment and systems.

Strengthening the Indo-Pacific Maritime Architecture

With increasing submarine activity in the Indo-Pacific, this MoA represents a strategic move to enhance undersea safety and interoperability. It allows for rapid response during submarine distress situations and promotes a culture of mutual support and trust between the two navies.

Deepening the Comprehensive Strategic Partnership

The agreement adds to the growing momentum of the India–Vietnam Comprehensive Strategic Partnership, positioning defence and maritime cooperation as key pillars of bilateral relations. It aligns with India’s Act East Policy and Vietnam’s increasing role in regional maritime affairs.

Building Capacity in Submarine Operations

This MoA reflects growing sophistication in the defence ties between the two countries. It opens doors for joint training, sharing of best practices, and possibly technology cooperation in submarine rescue capabilities and naval architecture.
