Union Minister Dr. Jitendra Singh announced in the Rajya Sabha that the Union Government has introduced a new Electronic Human Resource Management System (e-HRMS). This system aims to streamline and enhance the management of government employees’ service matters through digital means.
Overview of e-HRMS
Dr. Jitendra Singh, Union Minister of State for various departments, explained that the e-HRMS is designed to facilitate data-driven decisions related to training and personnel management. The system will enable digital management of service records, reducing transaction time and costs, and improving access to digital records. It is intended to serve as a tool for productivity enhancement and efficient cadre management with minimal manual intervention.

Digitization and Accessibility
Provides instant access to service details for all government employees (central and state) for better HR management and a single source of authentic data available 24/7.
Lifecycle Management
Digitizes the entire lifecycle of an employee’s service, including training, promotion, deputation, transfer, superannuation, and resignation.
Streamlined Processes
Facilitates digitized processing of reimbursements, claims, advances, leaves, and other employee-related matters.
Transparency and Accountability
Enhances transparency and accountability with e-sign functionality and alert/notification features.
Reduction in Manual Processes
Minimizes reliance on paper records and manual data entry.
Real-Time Processing
Allows real-time tracking and processing of proposals, reducing transit time and maintaining data integrity.

Provides analytics for senior administration to aid in policy formulation and implementation.
Pension Adalat and Employment Initiatives
In addition to the e-HRMS, Dr. Jitendra Singh reported the launch of Pension Adalat, a platform for addressing pensioners’ grievances through the CPENGRAM portal. Over 70% of pension grievances were resolved from 2017 to 2024 through this platform, with 24,926 cases addressed and 17,760 disposed of.
The Minister also highlighted the government’s focus on filling existing vacancies in various sectors. This effort is part of the Rozgar Mela initiative launched on October 22, 2022, to provide job opportunities and ensure the welfare of citizens. Recruitment is being conducted across ministries, departments, CPSUs, autonomous bodies, and institutions in mission mode.
