India’s Department of Posts has announced the temporary suspension of international postal services to the United States starting August 25, 2025, in response to a recent policy shift by the U.S. government. Following Executive Order 14324, the U.S. will withdraw the duty-free de minimis exemption for imports up to USD 800, leading to customs duties on all incoming goods, regardless of value. This sudden change has forced India to halt most categories of mail to the U.S., disrupting trade and personal communication alike.
Policy Shift in the United States
What is the De Minimis Exemption?
The de minimis exemption allowed goods valued at USD 800 or less to enter the U.S. without customs duty, facilitating a smooth flow of low-value goods, especially from e-commerce platforms. This system played a vital role in boosting cross-border retail and reducing customs congestion.
Executive Order 14324: A Game-Changer
On July 30, 2025, the U.S. signed Executive Order 14324, repealing this exemption starting August 29, 2025. This means that,
- All shipments, regardless of value or origin, will face customs duties.
- Gift items valued up to USD 100 are exempt under new guidelines.
- Special tariffs will apply temporarily based on country-specific rates.
The U.S. cited security threats and rising misuse of the exemption, especially in trafficking drugs like fentanyl, as the main reasons behind this drastic move.
India’s Response: Postal Suspension
Operational Challenges
India’s Department of Posts, after reviewing CBP’s preliminary guidance, noted the lack of clarity on key mechanisms, including,
- Identifying qualified parties responsible for duty collection.
- Setting up technical systems for compliance.
- Absence of final operational protocols for postal carriers.
- Airlines handling U.S.-bound mail shipments refused to carry packages after August 25, citing unreadiness.
What’s Still Allowed?
Despite the suspension, the following types of mail will continue to be accepted for the U.S.,
- Letters and documents
- Gift items up to USD 100 in value
- These will be processed while further clarifications are awaited from U.S. authorities.
Customer Redressal
The Department has allowed customers to claim refunds for postal items already booked but now undeliverable. It has assured users of active monitoring and swift resumption once the situation stabilizes.
