Visakhapatnam Declaration 2025: Charting India’s Digital Transformation

India’s digital governance journey took a major leap forward with the adoption of the Visakhapatnam Declaration at the 28th National Conference on e-Governance (NCeG) held on September 23, 2025. Co-hosted by the Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Electronics and IT (MeitY), and the Government of Andhra Pradesh, the two-day conference culminated in a strategic roadmap that aligns with the national vision of Viksit Bharat 2047.

The declaration, unveiled in Visakhapatnam, outlined an ambitious and inclusive path for India’s digital transformation, emphasizing cutting-edge technologies, civil service reform, cybersecurity, and grassroots empowerment.

Core Vision: Viksit Bharat, Minimum Government, Maximum Governance

The theme “Viksit Bharat: Civil Service and Digital Transformation” guided the conference, reiterating the need for a data-driven, citizen-first governance model. The declaration stressed the following priorities,

  • Civil service transformation through digital competencies
  • AI, ML, Blockchain, GIS, IoT, and Data Analytics as enablers of smarter governance
  • Cybersecurity and digital trust as pillars of national resilience

This aligns with the idea of Minimum Government, Maximum Governance, where technology reduces bureaucratic friction while enhancing service quality and reach.

Scaling Proven Digital Models Across India

The Visakhapatnam Declaration called for replication of successful digital initiatives such as,

  • SAMPADA 2.0 (Madhya Pradesh) for agro-innovation
  • eKhata (Bengaluru) for digital property records
  • Rohini Gram Panchayat (Maharashtra) for grassroots governance
  • Drone Analytics Monitoring System (DAMS) by NHAI for infrastructure monitoring
  • These models exemplify how technology can boost transparency, reduce delays, and empower local communities.

AI-Driven Platforms and Ethical Tech Use

India’s focus on AI and multilingual services was evident in the push to scale platforms like,

  • Digital India BHASHINI – real-time translation and communication
  • Digi Yatra – seamless airport check-in
  • NADRES V2 – agricultural disaster risk reduction system
  • The declaration urged ethical, transparent AI deployment that respects user privacy and promotes inclusion.
  • Inclusive Digital Growth: Bridging the Connectivity Divide

To ensure digital equity, the declaration emphasized reaching underserved regions like the North-East and Ladakh, expanding the NeSDA (National e-Services Delivery Assessment) framework. Panchayat innovations from villages such as West Majlishpur, Suakati, and Palsana will be scaled nationwide, ensuring that grassroots governance is digitally empowered.

Vision for Visakhapatnam: India’s Future Tech Hub

Reflecting Andhra Pradesh’s ambition, the declaration endorsed the vision to transform Visakhapatnam into a leading IT and innovation hub. This includes,

  • Infrastructure investments
  • Creation of special IT zones
  • Strengthening industry-academia collaborations
  • Such efforts are vital for nurturing a robust digital economy powered by homegrown innovation.

Digital literacy programs targeting women, youth, and marginalized groups were also highlighted to promote social and economic inclusion.
