What is GRAP3? Know About Its Purpose and Restrictions

The Graded Response Action Plan (GRAP) is a set of rules created to control air pollution in Delhi and nearby areas. When air quality becomes very poor, stricter rules are activated. GRAP Stage III (GRAP 3) is one of the higher alert stages that comes into effect when the Air Quality Index (AQI) becomes “severe.” It includes several strong measures to reduce pollution and protect public health.

Main Purpose of GRAP3

The main goal of GRAP 3 is to lower harmful dust and smoke levels in the air. It targets pollution caused by construction, vehicles, industries, and diesel usage. These rules help improve air quality when weather conditions make it difficult for pollutants to disperse.

Restrictions on Construction Work

Under GRAP 3, certain types of construction and industrial work are stopped to control dust and emissions. Prohibited work includes:

  • Earth excavation and piling activities
  • Open trench work for sewer and electric lines
  • Operation of Ready-Mix Concrete (RMC) plants

These steps are important to prevent dust and fine particles from entering the air.

Work from Home and Hybrid Policy

To reduce traffic and vehicle emissions, private companies are advised to:

  • Allow employees to work from home
  • Implement hybrid work systems (mix of office and remote work)

This reduces the number of vehicles on the road, cutting down pollution from daily travel.

Control of Diesel Vehicles and Generators

Diesel is a major source of air pollution, so strict controls are applied:

  • Inter-state diesel buses are not allowed to enter or operate in Delhi.
  • Diesel generator sets are banned, except for essential or emergency use.
  • Use of BS-III petrol and BS-IV diesel cars is restricted in Delhi and NCR, with exceptions for people with disabilities.

Impact on Schools

To protect young children from bad air, schools up to Class 5 are advised to shift to online or hybrid learning. This allows students to stay indoors and avoid exposure to polluted air.

Industrial and Mining Activities

All stone crushers and mining activities are stopped under GRAP 3. These operations release large amounts of dust and particulate matter, which worsen air quality.

Reason Behind GRAP3 Activation

According to the Commission for Air Quality Management (CAQM), the rise in air pollution is due to:

  • Unfavourable weather conditions
  • Vehicle emissions
  • Burning of crop residue (paddy straw)
  • Firecrackers and other local pollution sources during winter

These factors combine to create smog and prevent pollutants from dispersing.
