Karnataka Introduces e-Swathu 2.0 for Rural Property Digitalisation

Chief Minister Siddaramaiah has launched the upgraded e-Swathu 2.0, a digital platform aimed at regularising rural properties in Karnataka. The system is expected to generate up to Rs 2,000 crore in revenue by bringing 95 lakh properties in gram panchayats under the tax net.

Digital Property System to Increase State Revenue

CM Siddaramaiah said the revamped platform could raise revenue by Rs 1,778 crore, and with proper implementation, it may reach Rs 2,000 crore. The system allows rural households, including those built outside traditional village limits, to be included in property tax collections.

Easier and Faster Property Services

Rural Development and Panchayat Raj Minister Priyank Kharge explained that e-Swathu 2.0 would improve property services for villagers. Residents can now quickly access digital e-khata documents (Forms 11A and 11B) online. Minor technical issues may occur, but a dedicated helpline (9483476000) is available for support.

No Need to Visit Panchayat Offices

Deputy CM DK Shivakumar highlighted that all services are available online and through Bapuji Centres. Applicants will receive 11B property accounts within 15 days, making property record management simple and convenient.

Gandhi Gram Awards Recognize Best Panchayats

On the occasion, the Gandhi Gram Awards 2023-24 were announced for 238 gram panchayats – one from each taluk – for their excellence in governance and development.

Strengthening Rural Development

CM Siddaramaiah emphasized the importance of people’s participation in local governance. He credited the 73rd and 74th Constitutional Amendments introduced during Rajiv Gandhi’s era for empowering local bodies. Recalling his journey from a taluk board member to Chief Minister, he stressed the need to strengthen village panchayats.

He also criticised the BJP for opposing reservations for backward classes, Dalits, and women, and the Centre for withholding Rs 13,000 crore allocated to Karnataka under the Jal Jeevan Mission.
