NeVA Initiative Marks Beginning of Paperless Lawmaking in Delhi

In a significant push towards digital governance, the Delhi Legislative Assembly Speaker Vijender Gupta inaugurated the NeVA (National e-Vidhan Application) Seva Centre on July 21, 2025. The launch also marked the successful completion of the first phase of the NeVA project in Delhi, aligning the capital’s legislature with the national vision of paperless, transparent, and efficient lawmaking.

Background

The National e-Vidhan Application (NeVA) is an initiative of the Ministry of Parliamentary Affairs (MoPA) aimed at digitizing legislative processes across state and union territory assemblies. It falls under the “One Nation, One Application” concept, ensuring uniformity and digital access to legislative business, questions, and session details.

Objectives and Aim

The primary aim of NeVA is to transform legislative functioning through technology-driven practices, enabling digital access to documents and reducing the dependency on paper. It supports the broader goal of Digital India by ensuring real-time, eco-friendly, and streamlined legislative proceedings.

Key Features of NeVA in Delhi Assembly

  • Legislators received smartphones preloaded with the NeVA app.
  • The platform offers access to session updates, legislative questions, official documents, and list of business.
  • A three-day training programme (July 21–23) is being held in six batches to ensure effective learning.
  • The newly inaugurated NeVA Seva Centre is equipped with 18 high-speed computers for training and operational use.

Significance and Impact

This initiative strengthens transparency, accessibility, and environmental sustainability in legislative operations. It eliminates paper usage, improves information retrieval, and promotes modern, citizen-centric governance. Legislators welcomed this move as a step toward increased accountability.
