The Council of Ministers of Jammu & Kashmir was recently enlarged with four legislators taking the oath of office on 27 October 2026. The newly appointed ministers are Ali Mohammad Sagar, Mir Saifullah, Shameema Firdous and Altaf Ahmad Wani, alias Kalloo. With this enlargement of the council, representation of Kashmir Valley would improve and Shameema Firdous will become the second woman minister of the council. In addition, the current development underscores the constitutional basis for ministerial numbers in a Union Territory having a legislature.
Four New Ministers – Profile and Constituencies
The four inductees belong to the National Conference (NC). Two of them are former ministers, while Shameema Firdous and Altaf Ahmad Wani are new to the council as ministers.
| Minister | Constituency | Highlights |
| Ali Mohammad Sagar | Khanyar | Eminent NC politician and MLA for seven times, first elected in 1983 |
| Mir Saifullah | Trehgam | Legislator of repute and former minister of Kupwara constituency |
| Shameema Firdous | Habbakadal | MLA thrice and head of women’s wing of NC |
| Altaf Ahmad Wani (Kalloo) | Pahalgam | Former MLA twice and first-time minister |
Ali Mohammad Sagar
- Ali Mohammad Sagar is a senior leader of National Conference and general secretary of the party. He had been elected to the Jammu and Kashmir Legislative Assembly from Batamaloo in 1983 and later from Khanyar.
- In the 2024 assembly election, he won Khanyar with a margin of 9,912 votes, according to the provided report.
Mir Saifullah
- Mir Saifullah has contested the previous assembly elections from Kupwara and in 2024 he won Trehgam after delimitation. His inclusion ensures that an experienced politician from north Kashmir comes to the council of ministers.
Shameema Firdous
- Shameema Firdous is contesting the seat from Habbakadal and has won the elections for the third time in 2024. She is the second woman in the council of ministers of Omar Abdullah, after Sakina Itoo.
- Her induction ensures that another woman gets the place in the ministerial council.
Altaf Ahmad Wani
- Altaf Ahmad Wani, known commonly as Altaf Kalloo, contests the seat from Pahalgam. He has won from the constituency for the second time and has joined the council of ministers for the first time in this expansion.
Strength of Cabinet and Constitutional Provisions
The increase came after the exit of the existing ministers to facilitate Chief Minister Omar Abdullah in restructuring the council.
There were six ministers in the former council, which comprised the Chief Minister. After four new inclusions and one minister likely to leave the council, the strength will be nine, which includes the Chief Minister.
According to Section 53 of the Jammu and Kashmir Reorganisation Act, 2019, the council of ministers in the Union Territory shall not be more than 10% of the total number of members of the Legislative Assembly of the territory. With 90 seats in the Legislative Assembly, the strength of the cabinet should not exceed nine.
