PM Modi and Spanish PM Pedro Sanchez Jointly Inaugurate Tata Aircraft Complex in Vadodara, Gujarat

In a landmark event, Prime Minister Narendra Modi and Prime Minister of Spain, Mr. Pedro Sanchez, jointly inaugurated the Tata Aircraft Complex for manufacturing C-295 military transport aircraft at the Tata Advanced Systems Limited (TASL) campus in Vadodara, Gujarat. This project, a first-of-its-kind private sector Final Assembly Line (FAL) for military aircraft in India, marks a significant step forward in India’s journey towards indigenous defense production under the “Make in India, Make for the World” mission.

A Historic Collaboration Between India and Spain

Addressing the gathering, Prime Minister Modi highlighted that this was Prime Minister Sanchez’s first visit to India, symbolizing a new direction for the India-Spain partnership. The Tata Aircraft Complex will not only strengthen ties between the two nations but will also play a pivotal role in advancing India’s self-reliance in defense manufacturing. Modi extended his best wishes to the teams of Airbus and Tata for their collaborative efforts and paid tribute to the late Shri Ratan Tata, acknowledging his contributions to India’s industrial progress.

Strengthening the ‘Make in India’ Initiative

The C-295 aircraft facility in Vadodara epitomizes the new work culture of New India, said PM Modi. Recalling that the foundation stone for this project was laid in October 2022, he expressed pride in its rapid completion and readiness for production within such a short span. Modi emphasized the need to eliminate delays in project execution, sharing that as the former Chief Minister of Gujarat, he oversaw the establishment of the Bombardier Train Coach manufacturing facility in Vadodara, which was completed in record time. He noted that metro coaches produced in this facility are now exported globally, and expressed similar confidence in the future of C-295 aircraft exports.

A Vision Beyond Military Aircraft Production

PM Modi explained that his vision extended beyond the production of C-295 military transport aircraft. He pointed to the unprecedented growth in India’s aviation sector over the last decade, with numerous initiatives to increase air connectivity across the nation. With over 1,200 new aircraft orders placed by various Indian airlines, Modi noted that India has the potential to become a hub for aviation and Maintenance, Repair, and Overhaul (MRO) services. He envisions a future where India will produce Made-in-India civil aircraft to meet both domestic and international needs.

Advancing India’s Defense Manufacturing Ecosystem

Underlining India’s transformation in the defense sector, PM Modi remarked on how strategic reforms and policies have led to the creation of a vibrant defense industry over the past decade. Some of the key reforms include:

  • Increased private sector participation in defense manufacturing.
  • Restructuring of ordnance factories into seven major companies.
  • Empowering Defense Research and Development Organisation (DRDO) and Hindustan Aeronautics Limited (HAL) to accelerate defense innovations.

Modi also mentioned the establishment of defense corridors in Uttar Pradesh and Tamil Nadu, which have provided an energy boost to the sector. Additionally, the Innovation for Defence Excellence (iDEX) scheme has fostered growth for approximately 1,000 defense startups over the past five to six years. India’s defense exports have surged 30 times in the past decade, with exports now reaching over 100 countries.

Catalyzing Job Creation and Skill Development

Highlighting the importance of job creation and skill development, Modi remarked that the Tata-Airbus facility will generate thousands of jobs. The facility will support indigenous manufacturing of 18,000 aircraft parts, creating vast opportunities for Micro, Small, and Medium Enterprises (MSMEs) across India. PM Modi also noted that India is already one of the largest suppliers of parts for major global aircraft companies and is well-positioned to leverage this new facility to expand aerospace manufacturing and skill-building in the sector.

Vadodara: A Catalyst for India’s Aviation Industry

Modi emphasized the strategic importance of Vadodara, noting that the city is a hub for MSMEs, which will act as a catalyst for India’s aviation ambitions. The Gatishakti University located in Vadodara is preparing skilled professionals for diverse sectors, further enhancing the region’s industrial potential. Vadodara is home to companies in pharma, engineering, heavy machinery, chemicals, and petrochemicals, which, combined with the new C-295 manufacturing facility, make it a burgeoning hub for aviation manufacturing.

A Strong Cultural Connect Between India and Spain

Reflecting on the cultural connections between India and Spain, PM Modi warmly welcomed the Spanish delegation and recalled the contributions of Father Carlos Valle, a Spanish priest who spent over 50 years in Gujarat. Father Valle’s writings and ideas enriched local culture, and the Government of India honored him with the Padma Shri for his contributions. Modi also noted the popularity of Yoga in Spain and the admiration for Spanish football in India. He mentioned the recent football match between Real Madrid and Barcelona, highlighting the shared enthusiasm for the sport in both countries.

Celebrating the India-Spain Year of Culture, Tourism, and AI in 2026

PM Modi expressed delight that India and Spain have designated 2026 as the India-Spain Year of Culture, Tourism, and AI. This initiative aims to strengthen cultural ties and foster greater collaboration between the two nations in technology and tourism. Modi also encouraged Spanish industries and innovators to explore partnership opportunities in India, underlining India’s commitment to fostering a conducive environment for foreign investments and collaborations.

Background: The C-295 Aircraft Program and Tata’s Role

Under the C-295 program, 56 aircraft are scheduled for delivery, with 16 being directly imported from Airbus, Spain and 40 to be manufactured in India. Tata Advanced Systems Ltd. (TASL) is responsible for producing these 40 aircraft in Vadodara, marking the first private-sector Final Assembly Line (FAL) for military aircraft in India. This facility is more than an assembly unit; it is designed to develop a complete ecosystem encompassing manufacturing, assembly, testing, qualification, delivery, and lifecycle maintenance for the aircraft.

This facility will also be supported by leading defense public sector units like Bharat Electronics Ltd. and Bharat Dynamics Ltd., along with contributions from private MSMEs, making it a collaborative and comprehensive effort. The foundation stone for this facility was laid in October 2022, and within just two years, the factory is now ready to commence production.

The C-295 facility is a significant addition to India’s defense and aerospace capabilities, underscoring the country’s potential as a trusted partner in global aerospace manufacturing. By emphasizing indigenous production and minimizing import dependency, this facility aligns with the Make in India mission, aiming to position India as a global player in defense manufacturing and exporting advanced technology and defense equipment.
