The Government of Puducherry has launched a One-Time Regularisation Scheme (OTRS) in 2025 to address the issue of unauthorised constructions and building plan violations. Aimed at providing legal relief and ensuring urban planning compliance, the scheme applies to buildings constructed between May 1, 1987 and July 16, 2025.
Background
Over the years, many constructions in Puducherry have been built without proper approvals or have deviated from sanctioned plans. This led to complications in accessing utilities like electricity, water, sewage, and difficulties in property registration. To resolve these issues and reduce the administrative burden, the government introduced the OTRS.
Objective
The primary aim of the scheme is to regularise existing unpermitted or deviated structures, ensure adherence to planning norms, and prevent actions like demolition, sealing, or denial of public utilities. It is also intended to bring transparency through a digital application process.
Key Features
- Applicability: Covers buildings constructed between May 1, 1987 and July 16, 2025 in all regions of Puducherry.
- Application Mode: Only through the Online Building Permission System (OBPS) developed by NIC.
Fees
- ₹5,000 for residential buildings; ₹10,000 for others.
- Scrutiny Fee: ₹20/sq.m (residential), ₹50/sq.m (non-residential).
Regularisation Charges
- ₹500/sq.m (residential),
- ₹750/sq.m (mixed use/special buildings),
- ₹1,000/sq.m (multi-storeyed buildings).
- Exemptions: Government buildings are exempt; aided schools pay 50% of applicable charges.
Exclusions
The scheme does not apply to properties without title deeds, encroachments on government land, or plots designated for public development projects.

The OTRS will streamline urban governance, reduce illegal constructions, and enhance compliance with planning norms. It offers relief to property owners while ensuring better infrastructure management.
