Ramesh Babu V. Sworn in as Member of Central Electricity Regulatory Commission

Shri Ramesh Babu V. has taken the oath of office and secrecy as a Member of the Central Electricity Regulatory Commission (CERC) on May 21, 2024. The oath was administered by the Union Minister for Power and New & Renewable Energy, Shri R. K. Singh.

Eminent Background

Shri Ramesh Babu V. holds a M.Tech. degree in Thermal Engineering and a B.Tech. degree in Mechanical Engineering. Prior to his appointment at CERC, he served as the Director (Operations) at NTPC from May 2020 until his retirement. His extensive experience spans across various positions within NTPC.

CERC: The Regulatory Authority

The Central Electricity Regulatory Commission was established by the Government of India under the provisions of the Electricity Regulatory Commissions Act, 1998. CERC is the central regulatory body for the Indian power sector, mandated by the Electricity Act, 2003.

Composition and Structure

The Commission comprises a Chairperson and three Members. Additionally, the Chairperson of the Central Electricity Authority serves as an ex-officio Member of the Commission.

Key Functions and Responsibilities

CERC’s major functions under the Electricity Act, 2003 include:

  • Regulating the tariff of generating companies owned or controlled by the Central Government, and other generating companies with a composite scheme for generation and sale of electricity in more than one state.

  • Adjudicating disputes related to the power sector.
  • Advising the Central Government on formulation of National Electricity Policy and Tariff Policy.
  • Promoting competition, efficiency, and economy in the electricity industry.
  • Promoting investment in the power sector.
