Telangana has emerged as the top-performing state in India for recovering lost and stolen mobile phones through the Central Equipment Identity Register (CEIR) portal. As of October 16, 2025, the state has successfully traced and recovered over 1 lakh mobile phones, making it a national leader in digital policing and public grievance redressal.
What is the CEIR Portal?
The CEIR (Central Equipment Identity Register) portal is a government-backed system that allows citizens to report lost or stolen phones using their device’s IMEI (International Mobile Equipment Identity) number. Once reported,
- The phone gets blocked across all Indian networks
- Law enforcement agencies can then track and recover the device
- Upon verifying ownership, the phone is unblocked and returned to the rightful owner
The CEIR portal was initially launched in September 2022 as a pilot in Karnataka, Maharashtra, Delhi, and northeastern states, and was extended to Telangana in April 2023.
Telangana’s Milestone Achievement
Since the launch of CEIR in Telangana, a total of 1,00,020 mobile phones have been successfully recovered. This places the state first in the country in terms of mobile recoveries under this initiative.
Leading Districts in Recovery
Within the state, the Hyderabad police commissionerate leads with 14,965 phones traced and unblocked. Other high-performing regions include,
- Warangal – 5,564 phones
- Kamareddy – 3,860 phones
- Suryapet – 2,267 phones
- Rajanna Sircilla – 2,074 phones
- Jogulamba Gadwal – 1,998 phones
These figures reflect a strong integration of technology with law enforcement and a high level of public awareness and participation.

The Telangana police and government have urged citizens to report lost phones through either,
- The Telangana Police Citizen Portal, or
- Directly on the CEIR portal
Awareness campaigns are encouraging more people to use this simple and effective system, which enhances both personal data security and crime reduction.
