Instead of just using the number of aircraft to rank different air forces, the WDMMA uses a True Value Rating (TVR) to understand how the effective an air force is.

The TVR system takes into account several factors such as,

  • Modernization level
  • Readiness for operations
  • Logistics support
  • Mission capability
  • Special mission aircraft
  • Air-to-air refueling capability
  • Transport aircraft
  • Training aircraft
