What is Mission Karmayogi?
Mission Karmayogi, which is also known as National Program for Civil Services Capacity Building (NPCSCB) was cleared by the Union Cabinet in September 2020. It is a scheme through which civil services training is to be transformed from rule-based approach into role-based and competency-based approach.
This scheme emphasizes on lifelong learning so that government officials can build up the knowledge, skills and attitude required for them. The iGOT Karmayogi digital platform is designed to make this happen.
Performance of Uttar Pradesh in Mission Karmayogi
Based on the figures provided at the Northern Regional Workshop, the number of registered users on the iGOT Karmayogi portal in the state was 19.23 lakh, with more than 99% of the users actively participating in it. There were more than 350 training institutes/units of the state that were registered with the UNNATI scheme.
A week-long capacity building programme was also held by the state in January 2026 and the state took part in the Sadhana Saptah as well. Nirbhay Netri, Nirbhay Chetna, Kaushal Setu, and Kaushal Sarathi were some of the schemes mentioned as an example of capacity building schemes in the state.

Unnati Capability Index Launched by CBC
The Capacity Building Commission (CBC) launched the Unnati Capability Index and the National Curriculum Design Framework (NCDF) during the workshop. These are aimed at improving the quality, relevance, and efficacy of training of government officials.
Unnati Capability Index
The Unnati Capability Index is a tool which is aimed at continuously evaluating the capacity and performance of the government training institutions. The emphasis of the index is placed on monitoring rather than the evaluation of the institutions.
The notable aspects of the index are,
- Star rating system: The institutions would be assessed and then rated on the basis of certain standards.
- Institutional assessment: The index will take into account the capability of faculty, curriculum, infrastructure, etc. of the institutions.
- Artificial Intelligence: The use of AI technology can be beneficial in assessing the gaps of the institution.
- Continuous Improvement: The institutions can improve their training and organization through the assessment process.
