As part of the ambitious Swarna Andhra-2047 vision, the Government of Andhra Pradesh is set to launch its flagship poverty eradication initiative, the ‘Zero Poverty – P4 Policy’, on Ugadi, the Telugu New Year (March 30, 2025). This program aims to eradicate poverty in the state by 2047 and is one of the key principles under ‘Padi Sutralu’ (Ten Principles) of Swarna Andhra-2047.

The ‘P4’ Policy stands for ‘Public, Private, People Partnership’, a unique model that fosters collaboration between the government, private entities, and individuals to eliminate poverty and uplift underprivileged families. This initiative aims to create a sustainable and inclusive socio-economic development model.

Empowering Families Under the Zero Poverty – P4 Policy

The ‘Zero Poverty – P4 Policy’ is focused on empowering families by providing them with:

  • Housing (house sites and construction of homes)
  • Sanitation facilities
  • 100% tap water connections
  • LPG connections
  • Reliable power supply with incentives for rooftop solar installations
  • High-speed Internet access for all households
  • Entrepreneurship opportunities to ensure financial independence

Bangaru Kutumbam & Margadarsis: The Beneficiary and Contributor Model

Bangaru Kutumbam (Golden Families)

Underprivileged families benefiting from this initiative will be called ‘Bangaru Kutumbam’, meaning golden families. These families will receive financial aid, mentorship, and necessary resources to rise above poverty.

Margadarsis (Guides/Wealthy Contributors)

Well-off families, high-net-worth individuals (HNIs), and the Telugu diaspora are encouraged to adopt and support Bangaru Kutumbams. These contributors (Margadarsis) can assist in various ways, including:

  • Financial aid for education, healthcare, and business support
  • Mentorship in career and financial decision-making
  • Access to professional networks
  • Providing tuition fees or business capital
  • Offering funds for community-level infrastructure development

Chief Minister’s Vision on P4 Policy

During the District Collectors’ Conference, Chief Minister N. Chandrababu Naidu highlighted the transformative potential of the P4 Policy, stating: He also urged the top 10% economically rich individuals to support the bottom 20% underprivileged population through this initiative.

Implementation of the Zero Poverty – P4 Policy

Role of the Government

  • The State Government will identify the Bangaru Kutumbams using data analytics and surveys.
  • These families will continue to receive existing government welfare benefits.
  • The government’s role is limited to policy framing and monitoring; it will not be involved in financial transactions.

Role of Margadarsis

  • Selection of Families: Margadarsis can search and select families they wish to support via the P4 platform.
  • Interaction & Engagement: Government officials will facilitate interactions until a mutual understanding is established.
  • Types of Support: Margadarsis can choose to provide financial help, mentorship, education, or business support.
  • Tracking & Transparency: The P4 platform will ensure transparency in financial transactions and impact assessment.

Financial Support & Transactions

  • Families or villages self-report their financial needs on the P4 platform.
  • The required funds are verified by designated public entities before allocation.
  • Transactions are conducted through the P4 platform to maintain transparency and accountability.

Priority Families for Support

Based on government data analysis, 20 lakh of the most deprived families will be given priority for adoption by Margadarsis from the top 10% wealthy families. Other families will be added in subsequent phases.

Formation of P4 Society and Stakeholders’ Role

A ‘P4 Society’ is being formed to drive the initiative at the State level with multiple chapters at the district, Legislative Assembly constituency, and village secretariat levels.
