Cabinet Approves ‘Vigyan Dhara’ Scheme by Department of Science and Technology

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the continuation of three umbrella schemes merged into a unified central sector scheme called ‘Vigyan Dhara’ under the Department of Science and Technology (DST). The scheme is designed to enhance efficiency in fund utilization and ensure better synchronization among the sub-schemes and programs. With an outlay of ₹10,579.84 crore for the 15th Finance Commission period (2021-22 to 2025-26), ‘Vigyan Dhara’ aims to bolster the Science, Technology, and Innovation (STI) ecosystem in India.

Key Components of Vigyan Dhara

Science and Technology (S&T) Institutional and Human Capacity Building: Focus on strengthening the S&T infrastructure by fostering well-equipped R&D labs in academic institutions.

Research and Development (R&D): Promote research in areas like basic research, sustainable energy, and water, with international collaboration.

Innovation, Technology Development, and Deployment: Support innovations across all levels, from school to higher education, industries, and startups.

Objectives

The primary objective of ‘Vigyan Dhara’ is to promote S&T capacity building, research, innovation, and technology development. The scheme aims to enhance participation in Science and Technology, especially among women, and contribute to achieving gender parity in Science, Technology, and Innovation (STI).

Alignment with National Goals

The programs under ‘Vigyan Dhara’ align with DST’s 5-year goals towards realizing the vision of Viksit Bharat 2047. The R&D component aligns with the Anusandhan National Research Foundation (ANRF), adhering to global standards while focusing on national priorities.

Background

The DST, as the nodal department for S&T activities in India, previously implemented three central sector umbrella schemes—S&T Institutional and Human Capacity Building, Research and Development, and Innovation, Technology Development, and Deployment. These have now been consolidated into the unified ‘Vigyan Dhara’ scheme.
