Union Minister for Road Transport and Highways Nitin Gadkari inaugurated Chintan Shivir 2026 – A National Conclave on Highway Infrastructure at Tent City 2, Statue of Unity, Ekta Nagar, Narmada district, Gujarat.
The two-day conclave is being organised under the motto “Gatishakti se Pragati” and brings together State Transport and PWD Ministers, senior officials, implementing agencies and other stakeholders to discuss the future of India’s highway infrastructure.
Main Objective
The Chintan Shivir aims to strengthen coordination between the Centre and States, improve highway project execution and identify practical solutions to challenges related to infrastructure development.
Nitin Gadkari stressed that highway development should focus on:
- Quality
- Safety
- Speed
- World-class standards
- Timely project completion
- Better planning at the DPR stage
He highlighted the importance of proper surveys, route alignment, land acquisition, utility shifting and timely statutory clearances to reduce delays and cost escalation.
Focus on Road Safety
Road safety is a major focus of the conclave. Gadkari emphasised that accident-prone locations should be identified at the planning stage itself and appropriate safety measures should be integrated into highway design and construction.

The two-day conclave includes sessions on:
- PM GatiShakti and integrated infrastructure planning
- Land Acquisition and Bhoomi Rashi
- Model Concession Agreements and Ratings
- Safe Highways and Green Highways
- Road Safety and Toll Reform
- Quality Assurance and Project Monitoring
Technology and Toll Reforms
The Minister also highlighted technology-driven reforms aimed at improving highway travel, including:
- FASTag Annual Pass
- Multi-Lane Free Flow (MLFF)
- Use of modern construction technologies
- Innovative and cost-effective materials
These measures are aimed at improving traffic movement, reducing congestion and providing a better highway user experience.
Sustainability Initiatives
Sustainability and environmental protection are also central to the Chintan Shivir. During the inaugural session, two important documents were launched:
- Environment & Wildlife Mitigation Measures document
- BRICS Compendium on Perspectives in Sustainable Transport
These initiatives promote environmentally responsible construction, sustainable transport and protection of wildlife during infrastructure development.
