India and Bhutan Strengthen Customs Cooperation at 6th JGC Meeting

India and Bhutan reaffirmed their commitment to enhancing customs collaboration and trade facilitation during the 6th Joint Group of Customs (JGC) Meeting held in Thimphu, Bhutan, from 24th–25th April 2025. The two-day meeting focused on streamlining customs procedures, improving border infrastructure, and promoting digital processes for more efficient and secure cross-border trade.

The 6th Joint Group of Customs (JGC) Meeting between India and Bhutan took place in Thimphu on 24–25 April 2025.The event reaffirmed both nations’ dedication to strengthening customs cooperation, trade facilitation, and secure border management.

High-Level Representation

• The meeting was co-chaired by Mr. Surjit Bhujabal (India’s CBIC) and Mr. Sonam Jamtsho (Bhutan’s Department of Revenue and Customs).

India-Bhutan Trade Relations

• India is Bhutan’s top trading partner, accounting for nearly 80% of its overall trade.
• Bhutan, being landlocked, relies heavily on land Customs Stations along its borders with India (6 in West Bengal, 4 in Assam).

Key Agenda Items Discussed

• Transit Process Digitisation: Emphasis on automation of customs transit procedures and increased digitisation to reduce delays and enhance efficiency.
• Electronic Cargo Tracking System (ECTS): Discussion on real-time monitoring of transit cargo using ECTS for greater transparency.
• Coordinated Border Management (CBM): Enhancing collaboration between Indian and Bhutanese authorities at border checkpoints.
• Pre-Arrival Customs Data Exchange: Sharing of import/export information in advance to streamline inspections and clearance.
• Customs Mutual Assistance Agreement (CMAA): Strengthening legal and operational cooperation for tackling fraud and ensuring compliance.

• Both nations reaffirmed their shared commitment to strengthening bilateral customs ties, easing trade, and securing border operations.
