LEADS 2025 Launched to Benchmark Logistics Performance Across States & UTs

In a major step toward enhancing India’s logistics capabilities, Union Commerce & Industry Minister Shri Piyush Goyal launched LEADS 2025 (Logistics Ease Across Different States) on 20 September 2025. Designed to benchmark the logistics efficiency of all Indian States and Union Territories, LEADS 2025 introduces corridor‑level assessments, waiting time metrics, and API‑enabled road‑section speed tracking. These innovations aim to identify best practices, highlight areas needing improvement, and strengthen India’s supply chain competitiveness in line with the Make in India and Atmanirbhar Bharat goals.

Key Features of LEADS 2025

  • Benchmarking logistics performance across all States & Union Territories to encourage competition and improvement.
  • Assessment of 5–7 major corridors using parameters such as journey time, truck speed, and waiting periods to capture real‑world logistics bottlenecks.
  • API‑based evaluation of section‑wise speeds on major road corridors, offering sharper, high‑resolution data for planning and monitoring.
  • Enables the government to collaborate with states based on these insights to improve infrastructure, reduce delays, and lower logistics cost.

Strategic Implications

  • Enhances manufacturing competitiveness by reducing logistics time and cost which are key determinants of trade efficiency.
  • Supports policy‑making rooted in data, allowing States to focus investments where performance lags (e.g. road upgrades, reducing wait times).
  • Encourages transparency and accountability in logistics services and infrastructure performance.
  • Aligns with broader government initiatives like Make in India, Atmanirbhar Bharat, and achieving global competitiveness by 2047.
