Maharashtra Becomes First Indian State to Tie-Up with Starlink

In a landmark move for digital inclusion, Maharashtra has become the first Indian state to sign a formal agreement with Elon Musk’s Starlink, a satellite internet venture under SpaceX. The state government signed a Letter of Intent (LoI) with Starlink Satellite Communications Pvt Ltd, paving the way for the rollout of satellite-based internet services across some of Maharashtra’s most remote and underserved regions.

Scope of the Partnership

The Maharashtra-Starlink pact aims to provide high-speed, low-latency satellite internet to,

  • Government institutions
  • Public infrastructure
  • Rural and tribal communities
  • Aspirational districts

The targeted districts include,

  • Gadchiroli
  • Nandurbar
  • Washim
  • Dharashiv

These regions often suffer from poor terrestrial connectivity due to terrain, remoteness, or infrastructure limitations. Starlink’s LEO (low-Earth orbit) satellite technology offers a scalable and reliable solution.

Strategic Significance

1. Digital Maharashtra Boost

  • The partnership is part of the Digital Maharashtra mission, aiming to digitally empower all citizens.
  • Starlink’s satellite broadband will supplement existing efforts in e-governance, rural telemedicine, smart agriculture, and online education.

2. Disaster and Emergency Preparedness

  • Reliable satellite connectivity will enhance Maharashtra’s disaster response infrastructure, particularly in flood-prone and remote areas where regular communication systems may fail.

3. Integration with State Projects

The Starlink services will support various flagship programmes including,

  • EV mobility infrastructure
  • Coastal resilience and blue economy
  • Smart village and border area development

About Starlink

  • Operated by SpaceX, Starlink currently holds the largest constellation of communication satellites in the world.
  • Offers broadband internet through LEO satellites with coverage even in difficult terrains and remote locations.
  • As of 2025, Starlink is operational in over 70 countries, and India is now on its expansion radar.
