Piyush Goyal Launches Industrial Park Rating System 3.0

Marking 10 years of the Make in India initiative, Union Minister of Commerce and Industry Piyush Goyal launched the Industrial Park Rating System (IPRS) 3.0 in New Delhi on 20 September 2025. Developed by the Department for Promotion of Industry and Internal Trade (DPIIT) with support from the Asian Development Bank (ADB), this third edition introduces advanced benchmarks to strengthen India’s industrial ecosystem and attract global investment.

Key Features of IPRS 3.0

The new framework expands upon earlier editions (pilot in 2018, IPRS 2.0 in 2021) with additional parameters,

  • Sustainability and Green Infrastructure – focus on eco-friendly practices.
  • Logistics and Connectivity – assessing supply chain efficiency.
  • Digitalization – adoption of smart infrastructure and digital tools.
  • Skill Linkages – integration of workforce training and industrial needs.
  • Tenant Feedback – real-time assessment from industries operating in parks.
  • Industrial parks will be benchmarked under three categories:
  • Leaders – world-class infrastructure and competitiveness.
  • Challengers – strong performers with scope for scaling up.
  • Aspirers – emerging parks with growth potential.
