PM Modi Inaugurates Kartavya Bhavan: First Step Towards Central Vista’s Common Central Secretariat

Prime Minister Narendra Modi inaugurated Kartavya Bhavan, the first building under the ambitious Common Central Secretariat (CCS) project, a key element of the Central Vista redevelopment plan. This marks a significant step towards transforming how the central government operates, by consolidating multiple ministries and departments into a single, modern, and efficient complex.

A Vision for Centralized Governance

The newly inaugurated Kartavya Bhavan – 03 will house the Ministries of Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum and Natural Gas, along with the Office of the Principal Scientific Advisor to the Government of India.

Currently, many government ministries function from buildings such as Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan—structures that were built between the 1950s and 1970s. These buildings are now considered structurally outdated and inefficient, making the need for modernization urgent.

The Bigger Picture: 10 New CCS Buildings

Under the Central Vista redevelopment project, the Union Housing and Urban Affairs (HUA) Ministry plans to construct 10 Common Central Secretariat buildings. These will bring together over 50 ministries and departments, streamlining governance and reducing operational delays.

Two additional buildings—CCS 2 and CCS 3—are expected to be completed by next month, while CCS 10 is scheduled for completion by April 2026. Construction for CCS 6 and CCS 7 is projected to finish by October 2026.

Temporary Relocation for Smooth Construction

To facilitate construction, Union Minister of Housing and Urban Affairs Manohar Lal Khattar announced that several ministries currently operating from four major bhawans will temporarily shift to premises on Kasturba Gandhi Marg, Minto Road, and Netaji Palace for the next two years.

Some structures, however, will be retained due to their relatively recent construction or heritage value. These include the National Museum, National Archives, Jawaharlal Nehru Bhawan (MEA), Dr. Ambedkar Auditorium, and Vanijya Bhawan.

Beyond the Secretariat: Central Vista’s Wider Plan

The Central Vista redevelopment is one of the largest infrastructure overhauls in India’s history. Alongside the Common Central Secretariat, the plan includes,

  • A new Parliament building
  • Vice President Enclave
  • Redeveloped Kartavya Path from Vijay Chowk to India Gate
  • An Executive Enclave housing a new Prime Minister’s Office (PMO), Cabinet Secretariat, India House, and National Security Council Secretariat
  • In a later phase, a new Prime Minister’s residence

This redevelopment aims to blend modern infrastructure with administrative efficiency, creating a workspace that reflects India’s ambitions for the 21st century.

A New Era in Governance

By bringing ministries under one roof, the Common Central Secretariat is expected to enhance inter-ministerial coordination, reduce redundancy, and improve citizen service delivery. Prime Minister Modi hailed the inauguration as a step towards a more efficient and future-ready governance model.
