Amit Shah Launches Extradition Portal Under New PRAHAAR Counter-Terrorism Strategy

On September 28, 2026, Union Home Minister Mr Amit Shah has unveiled the new “Extradition Portal” at New Delhi to enhance coordination and increase the pace of returning of fugitives. As per the Ministry of Home Affairs report, there are 288 fugitive criminals returned from 36 different countries from 2019 to 2026. This new portal is a component of an integrated effort being taken by central agencies, State Police Forces, and law enforcement cooperation on international level. The government has highlighted specialized coordination between State Police and central agencies.

What Is Extradition?

Extradition is the legal process in which one nation formally requests another nation to hand over the individual accused or convicted of an offense so that the individual may be tried for his criminal acts or punished in the requesting nation.

In India, the process of the extradition includes the use of legal, diplomatic, and law enforcement avenues. Depending upon the nature and jurisdiction of the case, the MEA, MHA, CBI, and State Police may be involved.

BHARATPOL is one such measure adopted by India to improve international police cooperation. This was a system started by CBI to integrate Indian law-enforcement agencies with international policing mechanisms.

PRAHAAR: National Counter-Terrorism Policy and Strategy of India

The meeting in New Delhi was about PRAHAAR-National Counter-Terrorism Policy and Strategy. PRAHAAR, which is the National Counter-Terrorism Policy and Strategy of India, was unveiled by the Ministry of Home Affairs of India on 23rd February 2026.

This policy follows a seven-pillar strategy, which includes prevention, response, aggregating internal capacities, human rights, attenuating conditions, aligning international efforts and recovery & resilience. This framework takes into account the whole-of-government and whole-of-society approach towards counter terrorism and radicalisation.

Seven Pillars of PRAHAAR

Implementation of PRAHAAR at Police Station Level

One of the major highlights of the conference was the implementation of the PRAHAAR system to the police station or ‘thana’ level. The system aims to ensure that the counterterrorism measures are not confined to national and specialised bodies but are made part of the entire police system.

There was a need for institutionalising an automated counterterrorism response system in different levels as was called by the Home Minister. Continuous analysis of terrorist attacks was recommended to make the system strong in the coming decade.

Technological and Inter-Agency Coordination

PRAHAAR gives importance to intelligence-driven and coordinated actions against terrorism. This involves real-time information sharing, securing of critical infrastructure, coordination between State police and special central police forces, and use of technology and counter-radicalization efforts.

India has developed its own platforms like BHARATPOL for enhancing international policing cooperation. It was reported by the government that over 1,400 units of State and Central authorities have been integrated using BHARATPOL, which enables information sharing with international law-enforcement agencies.
