India and Seychelles Unveil 19 Major Initiatives to Strengthen Maritime Security, Defence and Strategic Partnership

India and Seychelles have strengthened the bilateral partnership as total 19 initiatives signed during the Prime Minister Narendra Modi’s three day visit to the country. The areas of cooperation’s are the maritime security, defense, digital payments, healthcare, space cooperation, education and infrastructure development. The bilateral talks between the both nations were held with President Patrick Herminie in Victoria.

Outcomes of PM Modi’s Seychelles Visit

On 28th June 2026, Prime Minister Narendra Modi and Seychelles President Patrick Herminie jointly unveiled total 19 outcomes which are aimed at deepening bilateral relations across the multiple strategic sectors.

The initiatives focus on to strengthening the defense cooperation, enhancing maritime security, promoting digital connectivity, expanding healthcare infrastructure, supporting education and also increasing cooperation in outer space and climate resilience.

The visit also highlighted the India’s vision of as a “Net Security Provider” in the Indian Ocean while strengthening the partnerships with island nations under the country’s MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) initiative.

India Strengthens Maritime and Defence Cooperation

Maritime security remains as the cornerstone of the India-Seychelles relations.

As part of this visit, India has announced the several defence assistance measures such as,

  • Gift of an indigenously built Fast Patrol Vessel
  • Donation of 10 utility vehicles
  • Supply of around five Laser Radial class sailing boats
  • Completion of the refit of PS Zoroaster for the Seychelles Coast Guard
  • Upgrade of the Dornier maritime surveillance aircraft with a modern glass cockpit

Strengthening the MAHASAGAR Vision

During the joint press statement, Prime Minister Modi has reiterated the India’s MAHASAGAR vision which is the Mutual and Holistic Advancement for Security and Growth Across Regions.

The initiative seeks to promote the,

  • Safe and secure sea lanes
  • Maritime cooperation
  • Sustainable economic development
  • Disaster preparedness
  • Blue economy partnerships
  • Regional peace and stability

He also described the Indian Ocean as the “Ocean of Opportunity”, reflecting India’s long-term regional strategy.

Digital, Space and Technology Cooperation

The two countries has also agreed to deepen their cooperation in emerging technologies.

Healthcare, Education and Infrastructure Support

These include,

  • Agreement for the preliminary preparations of a new Seychelles National Hospital
  • Virtual groundbreaking ceremony for a Professional and Technical Education Centre
  • Umbrella Line of Credit agreement via the Export-Import Bank of India

India also extended humanitarian assistance by handing over the,

  • 500 metric tonnes of rice
  • 8,500 metric tonnes of cement

Special Economic Package and Food Security

President Patrick Herminie has also confirmed that both countries will continue discussions on the previously announced US$175 million Special Economic Package.

The package was first announced during his visit to the India in February 2026 and also included the,

  • 1,000 metric tonnes of grains and lentils
  • Support for the Seychelles food security initiatives

The continued engagement reflects India’s commitment to sustainable development in Small Island Developing States (SIDS).

Seychelles and the Colombo Security Conclave

Seychelles is one of the six members of the Colombo Security Conclave (CSC), it is a regional security grouping which comprises,

  2. Bangladesh
  3. Maldives
  4. Mauritius
  5. Seychelles
  6. Sri Lanka

India has been actively strengthening the Conclave to improve security architecture across the Indian Ocean Region.

‘Guardian of the Blue Horizon’ Honour

Respectable President Patrick Herminie has also conferred the honorary title “Guardian of the Blue Horizon” on Prime Minister Narendra Modi.

The award recognizes his,

  • Commitment to Small Island Developing States
  • Promotion of sustainable ocean governance

This honour also became the PM Modi’s 34th international award from a foreign country.
