Government Launches ‘Say No To Proxy Sarpanch’ Campaign

The Ministry of Panchayati Raj (MoPR) has launched the ‘Say No To Proxy Sarpanch’ campaign. This campaign will to address the issue of the ‘Sarpanch Pati’ practice in village governance. This initiative was launched on International Women’s Day and it will run until March 18, 2026. This campaign will aims to raise awareness about situations where elected women sarpanches are sidelined and male relatives exercise authority on their behalf.

‘Sarpanch Pati’ Practice and Proxy Leadership in Gram Panchayats

The ‘Sarpanch Pati’ practice refers to that a situation where male relatives of elected women sarpanches take over decision making authority in local governance.

In the many villages women are elected as sarpanches due to reservation policies. But in practice their husbands or other male family members control official decisions. These men are commonly referred to as “Sarpanch Pati” “Pradhan Pati” or “Mukhiya Pati”

The ‘Say No To Proxy Sarpanch’ campaign highlights this issue and encourages citizens to recognize and support authentic women leadership in Panchayati Raj institutions.

Objectives of the ‘Say No To Proxy Sarpanch’ Campaign

The ‘Say No To Proxy Sarpanch’ campaign aims to strengthen democratic governance at the grassroots level.

One of the main key objective is to encourage communities to respect the authority of elected women leaders. And also to ensure they are able to perform their duties independently. This campaign also aims to identify and discourage proxy leadership practices in rural governance structures.

Through public participation and social media engagement the campaign invites citizens to share their views about the Sarpanch Pati culture. And also highlight examples of genuine women leadership in villages.

Government Measures to Address the Sarpanch Pati Practice

The Ministry of Panchayati Raj has taken several steps to address the issue of proxy leadership in Gram Panchayats.

An advisory committee set up by the ministry recommended imposing strict penalties for proven cases of proxy governance.

The advisory committee also suggested establishing reporting mechanisms such as helplines & women’s watchdog committees to allow confidential complaints.

Also the committee proposed whistleblower rewards for verified cases of proxy leadership.

And also encouraging citizens to report violations of democratic governance in local bodies.

Roadmap for Strengthening Women Leadership in Panchayati Raj

The advisory committee report also outlined a long term roadmap for empowering women leaders in Panchayati Raj institutions.

The recommendations include capacity building programs, mentorship initiatives and leadership training for elected women representatives. These measures will aim to strengthen their decision making abilities and administrative skills.

The report also suggested creating a monitoring framework from grassroots to higher administrative levels. By doing this to ensure women sarpanches are able to exercise their authority without interference.

About Panchayati Raj System in India

The Panchayati Raj system is a decentralized governance structure in India that enables local self government in rural areas.

It operates through three tiers and which are the Gram Panchayat at the village level, Panchayat Samiti at the block level and Zila Parishad at the district level.

The system was strengthened through the 73rd Constitutional Amendment Act of 1992.

The Act which also introduced reservations for women in local bodies.
