Gujarat has launched the India’s first state-level Sports Genomics Programme. Under the supervision of Gujarat Biotechnology Research Centre (GBRC), the programme has already commenced collecting samples of athletes in various sports categories.

What Is Gujarat’s Sports Genomics Programme?

It attempts to investigate genetic variations which might be associated with the athletic traits like endurance, muscle composition, power, metabolism, exercise response and injury susceptibility.

The initiative is not based on any assumption that one single “sports gene” can predict the future champions. There are many parameters for a successful sportsperson which include genetics, coaching, training, nutrition, lifestyle, infrastructure and social support.

According to Gujarat Science and Technology Minister Arjun Modhwadia, scientists have already started collecting the samples of athletes, with a target of 2,000 samples in the first year.

The first batch has already been collected from tennis players of Gujarat State Tennis Association. The athletes of archery, fencing, judo and shooting are expected to be covered in other phases.

A Targeted Sampling of 10,000 Athletes Over Five Years

The state plans to sample and analyse around 2,000 athletes per year, making it around 10,000 athlete samples in five years.

The programme will also be targeting various age groups, such as those who are under 14 years, those between 14 and under 18 years, and above 18 years. State and national champions have been earmarked as important research subjects.

Gujarat Athlete Genome Database

Among the main outputs expected from the program, there is the Gujarat Athlete Genome Database (G-AGD). The database will be a scientific resource of athlete genetics, physiology and performance.

Eventually, the information in the database will be used to guide athlete identification, injury risk assessments, individualised training and recovery and nutrition programs.

Why Does the Programme Matter Before 2030 Commonwealth Games?

It should be noted that the programme coincides with the efforts being made by Gujarat to develop its sports infrastructure and environment ahead of 2030 Commonwealth Games.

India Records Nearly 80% Drop in Malaria Cases Between 2015 and 2025

There has been remarkable progress in the India’s fight against the disease, which saw the number of cases and fatalities decline by almost 80% in the period between 2015 and 2025, per the Union Health Ministry. Also, there has been a significant reduction in the number of high-burden districts in India from 155 in 2015 to 33 in 2025. Malaria Burden Drops Sharply in India

According to the latest review, there has been a sharp decline in the malaria burden in India over the past decade.

The number of high-burden districts dropped from 155 in 2015 to 33 in 2025. Nonetheless, these districts remain an area of focus.

The 33 high-burden districts, which were spread across nine states and Union Territories, reported about 64% of India’s malaria cases and 54% of malaria fatalities in 2025.

These states and UTs include Mizoram, Odisha, Tripura, Assam, Andhra Pradesh, Andaman and Nicobar Islands, Chhattisgarh, Jharkhand and Maharashtra.

Zero Indigenous Cases Reported from 160 Districts

One of the major successes mentioned by the Health Ministry is the zero indigenous cases of malaria reported from 160 districts during 2022-2025.

It suggests that there has been interruption in transmission of malaria in these districts for a long time. According to the ministry, this success was due to implementation of malaria control and elimination strategies.

It does not mean that monitoring cannot be stopped because transmission of malaria can happen again due to imported cases or mosquitoes breeding in those areas.

Test, Treat and Track Approach Emphasized

Government has emphasized upon strengthening the implementation of “Test, Treat and Track” approach.

Delay in diagnosis of malaria and treatment of the disease has been mentioned as one of the key reasons for mortality due to malaria. States have been advised to strengthen active surveillance and availability of diagnostics and anti-malarial drugs.

It has been especially emphasized upon the hard to reach areas.

Community Participation and Environmental Control

The government was clear on the fact that eradication of malaria cannot rely solely on health care measures. Factors in the environment, such as water-logging and mosquito breeding sites, could also play an important role in causing transmission of the disease.

It was suggested that states take help from Rural Development and Urban Development departments and Panchayati Raj institutions to improve source reduction and environmental control.

Self-help groups, community volunteers, and Panchayati Raj representatives could also become a part of the process through reporting of fever cases, identification of breeding sites, and eliminating standing water.

India’s Malaria Elimination Target by 2030

India’s pledge towards achieving SDG of eradicating malaria by 2030 has been restated by the government.

Interventions like District Action Plans across 33 highly burdened districts and Village Action Plans in areas where malaria is prevalent have been recommended by the Health Ministry. These actions would have to be modified according to the local epidemiology and geography.

The new focus will be on prevention of resurgence rather than reduction.

What Caused the Himalayan Glacier Collapse That Triggered Central Nepal Flash Floods?

The large-scale breakage of a glacier in the Himalayas, which is situated close to the borders of the Tibet and Nepal, led to the occurrence of a series of catastrophic events in the central part of Nepal, resulting in the formation of a huge flood wave comprising water, ice, mud, and rocks.

At first, there were speculations that an earthquake of magnitude 4.4 had caused this tragedy. However, later researches showed that the tragedy was caused by a large scale of breakage of glaciers and rocks at a considerable height.

As stated by data from the US Geological Survey (USGS), about 0.2 sq. km. of glacial ice and bedrock was broken off at the height of about 5,200 m.

What Took Place at the Glacier Collapse in the Himalayas?

The disaster started with the separation of one piece of the glacier from the main glacier located at high altitude in the Himalayas. According to satellite images provided by Planet Labs, the terminus of a glacier near Langtang Lirung became detached and fell to the valley about 1.2 kilometres lower.

Besides being just a fall of ice mass, it caused the movement of rock and other debris down the valley rapidly changing the local conditions and causing tremendous amounts of water and sediments to move down the valley.

The debris flow into the valley created a surge which had the potential to act like a flood containing significant amount of debris rather than being a regular overflow of a river.

What Made the Glacier Collapse so Deadly?

Such an event becomes especially powerful due to extreme altitude and steep nature of the Himalayan mountains. The detachment of a large mass from the glacier located on high altitude leads to the massive release of gravitational energy within a very short time period.

The rock debris created a temporary obstacle to the flow of water creating a barrier lake behind it. This type of natural phenomenon can become quite dangerous because water keeps accumulating during existence of the unstable debris barrier.

The breaking of such a barrier causes rapid release of water and all accumulated sediments resulting in a torrent carrying mud, rocks and other debris.

Did the Earthquake Cause the Glacier Collapse?

At first glance, an earthquake could have been one of the contributing factors that caused this disaster. At the very beginning, this event was described in connection with a 4.4 magnitude earthquake.

However, in the later stages of the geological and satellite investigation, the magnitude of the ice and rock collapse became clear. According to the information from the USGS, the seismic activity caused by the mass collapse was equivalent to a much larger 5.2 magnitude earthquake.

This is important to note since a high altitude disaster could have several factors that contribute to the occurrence of such a disaster. In addition to the earthquake, there could be an unstable rock, weak structure of glaciers, meltwater, etc.

Thus, the glacier collapse cannot be described with one particular factor in isolation.

How Was the Flood Able to Reach Communities Downstream?

In the case of this disaster, the topography helped the flood reach communities downstream very quickly as the water was funneled through narrow valleys formed in the mountains rather than spread out on a flat plain.

This greatly increased the velocity of the water and the damage it could do.

When the barrier broke down, the water, mud, stones and other glacial materials continued traveling downstream. The structures close to the river channels did not have much time to react to this rapidly developing situation.

The infrastructure in the area of the Nepal-Tibet border, such as the Gyirong Port border crossing, suffered damage from this disaster, it is claimed.

Why Are Himalayan Glaciers at Risk?

The region of the Himalayas is highly sensitive to variations in climate, temperature and precipitation. In essence, glaciers are not inert blocks of ice; instead, they are constantly reacting to environmental changes.

Increased temperature can cause faster melt of the glaciers, changing the stability of the ice, snow and rocks at the high altitudes. On the other hand, melting ice contributes to the creation or enlargement of glacial lakes.

If the unstable ice or rock breaks off and falls into the lake, this can result in displacement of the water and trigger the development of either the glacial lake outburst floods (GLOFs) or some other type of high-altitude floods.

In the steep valleys of the Himalayas, the debris and water can cover quite large distances in a relatively short amount of time.

The incident in Nepal also points out to a wider problem of the Hindu Kush-Himalayan region. Increased temperatures can affect glaciers, permafrost and mountain slopes and increase the risk of compound hazards.

At the same time, it should be understood that there is a difference between the immediate trigger of a collapse and the long-term processes that could make the mountains unstable. Not every glacier collapse can be automatically attributed to climate change.

Instead, the climate-induced glacier retreat, changes in meltwater regimes, mountain slope instability and extreme weather conditions can create conditions in which natural events will have more serious consequences.

e-Shram Portal 2026: Eligibility, Documents, Registration Process and Social Security Benefits

The e-Shram Portal 2026 is still relevant in linking the unorganised workforce of India with various welfare schemes of the government. The portal has been launched by the Ministry of Labour and Employment in India and creates a database for the unorganised workforce along with allotting the unorganised worker a Universal Account Number (UAN) of 12 digits.

The platform includes all types of workers like construction labourers, agricultural labourers, domestic workers, street vendors, auto drivers and gig workers. The main idea behind bringing all such workers on one digital platform is to make the process of availing themselves of the benefits easy for them.

Introduction of the e-Shram Portal

The e-Shram Portal is a national database of unorganised workers that has been built by the National Informatics Centre (NIC) along with the Ministry of Labour and Employment.

The portal was launched on August 26, 2021, with an intention of making a database of workers in the unorganised sector. The data gathered from the portal will help in delivering the benefits to those who are eligible for social security and welfare schemes.

Each and every registered worker gets a 12-digit Universal Account Number (UAN). This number acts as a Permanent Identification Number for availing services and schemes of the government.

With time, e-Shram has become more than just a database of workers; it has now become a one stop solution to the social security schemes.

Who Will Be Allowed to Register Themselves for e-Shram Card in 2026?

The online e-Shram portal will be designed for the benefit of the workers in the unorganised sector. In other words, those who do not get social security through the nature of their jobs will be allowed to register themselves for the same.

The following categories could be eligible for registration,

  • Agricultural workers, Construction workers, Domestic workers, Street vendors, Auto-rickshaw drivers, Migrant workers, Gig/Platform workers, Certain self-employed workers
  • In general terms, the applicant should be within the age limit of 16-59 years. It is important for him/her to be an unorganised worker without any coverage under formal social security like EPFO and ESIC.
  • In addition to that, the income taxpayers will not be allowed to register themselves under the above-mentioned criterion.

Delhi Tops States in Own Revenue Share at 93.2%

For the FY25 BE estimates, Delhi had the largest percentage of its own revenues as a proportion of total revenue collections among states and Union Territories with available data, at 93.2 percent. This conclusion is drawn from the Business Standard’s India State Fiscal Health Tracker using the Reserve Bank of India’s 2025 Handbook of Statistics on Indian States. In the rankings, Haryana, Telangana, Karnataka, and Tamil Nadu came after Delhi. At the other extreme was Manipur with 10 per cent of own revenues.

Delhi Leads the Own Revenue Ranking

Delhi topped the ranking with an own revenue share of 93.2 per cent, significantly ahead of the other leading states and UTs.

Expressing the indicator as a percentage helps in making comparisons between states and UTs that have vastly differing economic and budget sizes.

Nevertheless, the indicator cannot be used alone as an indicator of fiscal health. A larger own revenue share does not necessarily mean a good taxation system and provision of public goods.

Why do these Numbers Matter?

Self-sufficiency in revenues is important to understand state finances since it determines to what extent a state can earn money from its resources.

Moreover, economic profile and revenues vary greatly across states, and therefore, this ranking should be assessed in the context of other fiscal metrics like fiscal deficit, debt, revenue deficit, guarantees, interest payments, pension payments, and capital expenditure.

Ladakh to Get High Court Bench After President’s Approval

Ladakh is all set to get the sittings of the High Court within the Union Territory as it gets better judicial facilities nearer to its citizens. Regulation 235 has been issued by President Droupadi Murmu on August 27, only one week after the Union Cabinet gave its nod to this plan. The move has been made to help litigants in overcoming the hardships they face in reaching the common High Court of Jammu and Kashmir and Ladakh as they have to travel outside Ladakh for attending the court.

What Regulations Have Been Passed by President Murmu?

Regulation relating to the Union Territory of Ladakh (Sitting of the Bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh), 2026 has been issued by President Murmu on August 27.

This regulation has been issued from the Ministry of Law and Justice and published in the Gazette of India (Extraordinary) on the same date.

The said regulation provides for the sitting of the High Court of Jammu and Kashmir and Ladakh in the Union Territory of Ladakh.

Why is There a Need for a High Court Bench in Ladakh?

The rugged and remote geography of Ladakh may lead to costs and delays in attending the court.

The new policy will ease the burden for litigants, advocates and other concerned parties who need to appear before the High Court. Instead of travelling outside the Union Territory, people would be able to avail of their rights in the proximity of their place.

The Lieutenant Governor of Ladakh, Vinai Kumar Saxena, praised the decision terming it as a step towards easy accessibility to justice.

What does the New Regulation State?

The principal place of the common High Court will remain the same as earlier.

However, the Chief Justice of the court may direct that certain locations in Ladakh should become venues for sitting of judges and divisions of the High Court, with the permission of the Lieutenant Governor.

Further, the regulation gives the discretion to the Chief Justice to direct that specific cases or class of cases from Ladakh should be heard at Srinagar or Jammu, as per the need.

When Will the High Court Bench Begin to Operate?

Although the regulation was made by President Murmu on August 27, it will be effective from a date notified in the Official Gazette by the Administrator of Ladakh.

This is in light of the decision taken by the Union Cabinet on August 20 to allow High Court bench hearings in Ladakh.

The seven-day period between the Cabinet’s decision and the promulgation of the regulation reflects how quickly this proposal was approved.

How Will This Help Ladakh?

The High Court sittings will be able to help,

  • In saving time and cost for litigants in traveling to a High Court.
  • Increase access to higher judicial remedies.
  • Make it easier for the citizens to attend legal proceedings.
  • Advocates and other legal stakeholders in the area.
  • Citizens closer to constitutional and legal remedies.

This decision is especially important for an area where geographical factors can complicate physical access to institutions.

India’s Forex Reserves Hit Record $729.3 Billion

India’s foreign exchange reserves jumped by $12.4 billion to a record $729.3 billion in the week ended August 21, according to the most recent figures released by the Reserve Bank of India. The significant jump is a result of strong capital flows after the RBI’s concessional swap window, as well as a revaluation gain. The recent jump comes as a recovery after reserves dropped to $666.9 billion in June in view of the pressures on the foreign exchange market. As such, India has reserves that can cover for more than 11 months of goods imports.

Forex Reserves Cross Previous Record

The forex reserves of India crossed their previous high of $728.5 billion reached in the week ended February 27.

Thereafter, the forex reserves have been declining as a result of the interventions by the RBI in the foreign exchange market through selling dollars in view of the crisis in West Asia. By June 26, the reserves stood at $666.9 billion.

Since then, there has been a remarkable recovery in India’s forex reserves. In the last eight weeks, India’s forex reserves have risen by about $62.4 billion.

RBI’s Swap Window Brings in Dollars

One of the important contributors to the recovery is the swap window of RBI, which was opened on June 5 for bringing in foreign currency.

As of August 21, the window has brought in about $72.8 billion, and inflows could reach an estimated $90 to $100 billion until the window closes on August 31.

This large amount of inflows is helping to replenish the forex buffer of the country that fell down earlier in the year.

Foreign Currency Assets Jump

Foreign Currency Assets (FCAs), which make up the largest part of the reserves of India, have risen by $9.48 billion to $591.33 billion in the reported week.

This rise in FCAs is not because of the dollar purchase alone. While about $6.1 billion is believed to have been the result of purchases by RBI, the rest has mainly been accounted for by revaluation gains.

Foreign Currency Assets also include changes in value of non-dollar currencies, such as Euro, Sterling and Yen.

India’s Gold Reserves Increase as Well

During the same week, the country’s gold reserves rose by $2.8 billion to $114.22 billion.

This increase followed a 5.18% price increase for gold which hit $4,603 an ounce. The price of gold internationally can thus affect the dollar value of India’s reserves despite not buying any more gold.

Additionally, Special Drawing Rights went up by $112 million to $18.89 billion while India’s reserve position with the IMF also increased by $26 million to $4.93 billion.
