Union Cabinet under the leadership of the honorable PM Narendra Modi’s has made the decision to raise the Dearness Allowance (DA) and Dearness Relief (DR) by 3%. This new DA revision will go into effect from July 1, 2026. The updated figure will go from 60% to 63% of Basic Pay and Basic Pension respectively. This decision has been made to compensate for price surges and will benefit around 48.54 lakh employees and 68.71 lakh pensioners. The government has anticipated this decision to cost ₹10,016.10 crore per year.
What Is DA?
Dearness Allowance is a payment made by the government to the qualified personnel to mitigate the losses incurred as a result of inflation. It is calculated as a certain percentage of Basic Pay and is updated at regular intervals.
DA is distinct from Basic Pay and other elements of the salary. The increase in DA can occur irrespective of Basic Pay.
Dearness Relief (DR) is the equivalent measure of DA offered to eligible pensioners and is calculated as a percentage of Basic Pension.
DA Hike 2026: Who Will be Benefitted?
The hike is expected to help the two important categories of people,
- Central Government employees: Approximately 48.54 lakh.
- Central Government pensioners: Approximately 68.71 lakh.
In an out total, about 1.17 crore of employees and pensioners.
The additional expenditure highlights additional payments due to the revised DA and DR rates. The government created the overall annual financial burden for the treasury is ₹10,016.10 crore.
How is the Dearness Allowance calculated?
The DA is calculated as a percentage of the Basic Pay. In the newly approved table, the value changes from 60% to 63%.
Take, for instance, an employee whose Basic Pay is ₹40,000.
| Component | At 60% | At 63% |
| Basic Pay | ₹40,000 | ₹40,000 |
| Dearness Allowance | ₹24,000 | ₹25,200 |
| Total amount of Basic Pay + DA | ₹64,000 | ₹65,200 |
Monthly difference – ₹1,200
This is just a calculation example and does not include other components and deductions. The actual increase will depend on the Basic Pay of the employee plus other relevant service regulations.
In the case of pensioners, the new DR is calculated on the basis of the available Basic Pension.
Functions of 7th Central Pay Commission
According to authorities, this hike is in line with the recognized method supported by the recommendations provided by the 7th Pay Commission.
The Central Pay Commission deals with the salary structure and allowances of the Central Government employees. The revision of Dearness Allowance is done so that it manages the various changes in the standard of living.
The 7th CPC should not be confused with the meetings of the Cabinet for the purpose of endorsing the particular DA or DR installment since the present announcement reflects the revisions of the rates.
DA and DR: Key Differences
| Criteria | Dearness Allowance (DA) | Dearness Relief (DR) |
| Affected parties | Eligible employees | Eligible pensioners |
| Computation Principle | Basic Salary | Basic Pension |
| Work | Offset inflation | Offset inflation for pensioners |

Even though both the Dearness Allowance and the Dearness Relief technologies are grounded in the basic principle of inflation indexation, they apply to different categories of audience.
